REQUIREMENTS
-Grade 12.
National Diploma in Finance, Accounting, or relevant qualification NQF Level 6.
A relevant degree in Finance, Accounting or higher qualification will be an added advantage.
Valid driver’s license.
Financial Management skills & experience.
Competent in interpretation, implementation and enforcement of relevant legislation and applicable policies.
Basic working knowledge of applicable Local Government legislation (e.g., MSA, MFMA and other as applicable).
Computer literate (MS Word, Excel & PowerPoint).
Excellent communication, telephone etiquette & Interpersonal skills.
Excellent time management skills.
Knowledge of the Solar Accounting System.
Skills & competencies associated with vocation: project management, conflict & stress management, empowerment, adaptability, leadership skills, negotiation skills, analytical thinking, presentation skills.
03 05 years relevant experience in Credit Control and Debt Management within Local Government Authority.
DUTIES
-Administration of Panel of Debt Collectors:
Responsible for monthly PMSs for the Panel of Debt Collectors.
Provide the monthly statistics of the Panel of Debt Collectors.
The sale in execution matters/accounts:
Provide information to Attorneys and Bank Institutions on arrear accounts.
Follow up on historical debt on clearance matters.
Credit control mechanisms:
Responsible for disconnection and reconnection of municipal services for default debtors.
Monitoring of payments for reconnection purpose.
Follow ups on the disconnected properties for payment and monitoring of possible bypass.
Provide supervisory duties on:
-Issuing of Final Reminders and Notices. The cut off list of services.
Legal fees by Panel of Debt Collectors and Interest Administrative duties:
Provide collection rate report.
Provide debt collection report.
Provide disconnection/recon report.
Keep record on meters tampered with.
Perform any other related ad hoc tasks and duties as and when requested by management from time to time.
