Transnet is seeking a highly experienced professional to fill the role of Head: Physical Security Investigations within the Group Security Department. Reporting to the Group Chief Security Officer, this permanent position is based in and plays a crucial role in leading and managing the investigation of security-related crimes, including theft, vandalism, and regulatory non- across Transnet and its Operating Divisions.

Position Purpose

The primary focus of this role is to provide strategic direction in investigating physical security crimes, particularly syndicated crime, and implementing strategies to prevent and detect such activities. The Head will work closely with internal and external stakeholders, including enforcement and intelligence services, to enhance the effectiveness of Transnet’s investigative functions and support overall security management.

Key Responsibilities

  1. Case Management and Investigation Leadership:
    • Lead investigations into syndicated crimes affecting Transnet’s critical infrastructure and key assets.
    • Provide strategic oversight in managing the entire investigation lifecycle, from initiation to resolution, including negotiated settlements.
    • Collaborate with , Legal, and Line Management to handle misconduct cases objectively.
    • Present investigation outcomes to Management and Executive Committees to facilitate fair resolutions.
    • Develop and implement systems and processes to enhance the efficiency of internal investigations.
    • Engage with law enforcement agencies for joint operations and case coordination.
  2. Policy and Procedure Development:
    • Establish investigative policies and standard operating procedures across Transnet’s investigative functions.
    • Develop a prioritisation methodology and case management system for handling allegations, investigations, and reporting.
  3. External Liaison and Coordination:
    • Establish coordination mechanisms with law enforcement, judicial authorities, and other relevant bodies at a national level.
    • Engage with senior prosecutors and judicial officials to raise awareness of crimes against Transnet and improve legal outcomes.
  4. Crime Awareness and Prevention:
    • Develop and implement crime awareness strategies to educate stakeholders about the impact of crimes on Transnet.
    • Identify target audiences for awareness campaigns and measure the effectiveness of these initiatives.
    • Enhance crime prevention efforts by leveraging intelligence and security operations.
  5. Team Management and Development:
    • Oversee budgeting, staffing, and resource management for the investigative team.
    • Provide leadership and professional development opportunities to staff involved in investigations.
    • Regularly review the performance and needs of the investigative team to ensure objectives are met.

Qualifications and Experience

  • Bachelor’s degree or equivalent qualification in Policing, Police Science, Police Management, Law, Forensic Investigations, or Criminology (NQF Level 7).
  • At least 12 years of experience in managing large-scale crime investigations, with significant expertise in combating organised and syndicated crime.
  • Advanced knowledge of security operations, crime prevention strategies, and leveraging intelligence for security purposes.
  • Sound understanding of relevant legislation, governance, , and compliance.
  • Valid Security Clearance (Minimum ‘Top Secret’) and valid ‘s license (code 08).
  • Willingness to travel as required by the business.

Competencies

  • Proficient in research and analysis methodologies relevant to security investigations.
  • Strong financial management skills with knowledge of budget processes and the Public Management Act (PFMA).
  • Expertise in managing security information and leading operational investigations.
  • Excellent reporting, presentation, and communication skills, both oral and written.
  • Demonstrated ability in staff development and engagement with professional security and investigative communities.
