Post 39/39: Technical Finance Specialist (Jobs Fund)

Salary: R1,266,714 per annum (Level 13), all-inclusive package. Public Service Regulation (PSR) 44 will apply to candidates appointed at this salary level.

Requirements:
You need a Bachelor’s Degree, Advanced Diploma, or BTech (NQF Level 7) in finance, management accounting, financial accounting, economics, business administration, or a related field. A postgraduate qualification (NQF Level 8) in one of these areas would be an advantage.
You should have 10 to 15 years of experience in appraising, negotiating, and closing project finance or corporate finance transactions. Experience in deal structuring is a plus. You also need at least 7 years in a project management environment, with practice as a project manager being beneficial. Experience in the public sector and grant management would be helpful.
Strong analytical skills, strategic and critical thinking, risk management, and communication skills are advantages. Familiarity with relevant AI tools is also beneficial. You must have 5 years of experience at a middle or senior managerial level.

Duties:
Your main role is to provide technical and financial support for managing the Jobs Fund portfolio of projects. You will help achieve the Fund’s goals, outcomes, and knowledge-sharing agenda.
Technical Support: Develop funding round term sheets, originate projects, conduct financial appraisals and structuring, and handle contracting. This includes due diligence on new projects, financial structuring for applications, managing a portfolio and team, contributing to quarterly reports, preparing term sheets, building a project pipeline, quality-checking appraisals for committees, supporting presentations to evaluation and investment committees, finalizing contracts on time (including financial terms), and conducting roadshows for new funding rounds.
Financial Management and Disbursements: Improve the Jobs Fund’s Grant Management Framework and Procedures for efficiency. Support project teams to manage projects effectively and meet annual disbursement and job creation targets. Handle in-quarter portfolio management, conduct risk-based oversight, design remedial actions for underperformance, prepare for and join quarterly Disbursement Panel meetings, quality-assure disbursement documents to ensure timely payments per the framework, maintain audit readiness, resolve findings quickly, and implement controls to avoid repeats.
Internal Business Processes: Assess key processes like financial management to reduce turnaround times and resolve disbursement delays. Support new technologies for better operations. Maintain governance by verifying project evidence, following document protocols, ensuring timely approvals for quarterly reports, planning efficient site visits within budget, and supporting project implementation.
Learning and Growth Agenda: Boost the Jobs Fund’s visibility by building relationships with stakeholders, creating discussion documents, practice notes, conducting research, publishing results, preparing webinar content, hosting sessions, representing the Fund at conferences, and identifying promotion channels. Generate and share research for stakeholders by developing evaluation terms of reference, finalizing close-out reports, and creating learning papers, research papers, practice guides, or articles. Contribute internally by suggesting and presenting brown bag topics and developing learning materials. Coordinate with the finance team to review information and forecasts.
Stakeholder Management: Communicate financial matters with staff and stakeholders, motivate teams to hit targets, provide technical and non-technical support, and maintain relationships with contracted intermediaries for risk management at project and portfolio levels.
Risk Management: Develop and manage the Jobs Fund Risk Framework, create strategies to reduce financial and performance risks, monitor the portfolio, identify issues, and implement corrections.
Strategic Fund Management: Help the management team develop the Fund’s financing strategy, own specific financial processes, train staff on appraisal and management skills, and facilitate strategic planning sessions.
