The Parliament of South Africa is seeking a talented Specialist Graphic Design to join the Parliamentary Communications Services (PCS) division. This role plays a key part in creating high-quality visual content that supports Parliament’s communication efforts across digital platforms, print materials, media relations, and public engagement. The successful candidate will help ensure that all visual communications align with Parliament’s brand guidelines and strategy, reaching diverse audiences effectively.

In this position, you will handle the full process of designing and producing advanced visual materials, including motion graphics, animations, and multimedia projects. Your work will enhance Parliament’s digital communications, publications, and events, making complex information accessible and engaging. Key Responsibilities:

  1. Creative Design Direction: Lead the conceptualization and development of visual content for various communication channels. Provide guidance on design strategies that align with Parliament’s goals and brand identity. Collaborate with teams to brainstorm ideas and ensure all visuals are innovative and impactful.
  2. Motion Graphics and Animation: Create animated content, motion graphics, and multimedia productions for digital platforms, videos, and presentations. Use advanced software to produce smooth, professional animations that explain parliamentary processes and events in an engaging way.
  3. High-End Graphic Design and Publication Layout: Design layouts for print publications such as reports, brochures, and posters. Ensure all materials are visually appealing, consistent, and adhere to accessibility standards. Handle everything from initial sketches to final production files.
  4. Visual Strategy for Digital Platforms: Develop visual content tailored for websites, social media, emails, and other online channels. Optimize designs for different devices and ensure they load quickly while maintaining high quality. Track trends in digital design to keep Parliament’s online presence modern and user-friendly.
  5. Technical and Production Oversight: Manage the technical side of design projects, including file preparation for print and digital use. Oversee production processes to meet deadlines and budgets. Troubleshoot issues with software, hardware, or workflows to keep projects on track.
  6. Mentorship and Quality Assurance: Mentor junior designers and team members, sharing expertise in design tools and best practices. Review all visual content for quality, consistency, and compliance with guidelines. Provide feedback to improve overall team performance and output.

Qualifications and Experience:

To be considered for this role, you need:

  • A Matric certificate (NQF Level 4).
  • A Bachelor’s Degree in Graphic Design, Motion Graphic Design, Visual Communication, Digital Design, Multimedia Design, or a related field (NQF Level 7).
  • A postgraduate qualification or advanced certification in Motion Graphics or Animation is advantageous.
  • At least 5 years of relevant graphic design experience in a similar professional environment, such as communications, media, or government sectors.

Knowledge and Technical Skills:

  • Strong understanding of photography techniques and how they integrate with design.
  • Ability to identify and apply different design styles to match specific themes and objectives.
  • Proficiency in Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint.
  • Deep knowledge of Adobe Creative Suite software (e.g., Photoshop, Illustrator, InDesign, After Effects, Premiere Pro).
  • Skills in color calibration, photo manipulation, and image editing.
  • A keen eye for visual aesthetics, display design, and graphic elements.
  • Experience with web interface design, focusing on user interaction, usability, accessibility, and visual appeal.
  • Proficiency in defining and implementing grid layouts for consistent designs.
  • Ability to manipulate, deconstruct, or apply effects to design elements creatively.
  • Knowledge of digital art, graphic design, layout, and illustration principles and techniques.
  • Understanding of integrated communication strategies and multi-channel campaigns.
  • Capacity to manage and prioritize multiple design requests from different teams.
  • Familiarity with media production workflows for print, digital, and broadcast media.
  • Awareness of the unique sensitivities when working in a political environment.
  • Excellent time management, planning, and organizational skills to handle deadlines effectively.

Package and Benefits:

Total Cost to Company (TCOE) Package: R1,131,772 per annum (ZAR). This includes a competitive salary and benefits package typical for public sector roles. The position is based in Cape Town with no significant travel required. Remote work options may be available, subject to operational needs.
