Position Objective

The Environmental and Safety Manager plays a vital role in developing, implementing, and improving environmental management plans, programs, and systems. These efforts must align with legal requirements, ISO 14001 and 18001 standards, and SANRAL’s overall goals. This position ensures the organization follows relevant environmental laws and promotes a strong focus on environmental and safety awareness. Key tasks include monitoring risks, carrying out internal Environmental Impact Assessments (EIAs), and building a culture of environmental responsibility. The manager also supports ISO system and process audits, reviews and updates ISO 14001 and 18001 procedures and policies as needed, ensures environmental and safety management systems are in place and maintained, and follows up on any legal actions required.

Minimum Requirements

  • A relevant tertiary qualification in environmental sciences, health and safety, or an equivalent qualification at NQF Level 7.
  • A minimum of five (5) years of relevant experience.
  • Certifications:
    • Incident Investigation Level 3
    • Hazards Identification and Risk Assessment

Advantageous Requirements

  • ISO 14001 certification.
  • ISO 14001 Lead Auditor certification.
  • Experience with large-scale infrastructure or construction projects.
  • Knowledge of SHEQ systems integration.
  • Medically fit for travel and site inspections.

Technical Competencies

  • Strong knowledge of key environmental laws (such as NEMA, NEMWA, NEM: WAQA, NWA) and EIA regulations.
  • Good understanding of environmental and safety management systems, including ISO 14001 and 18001 certification needs.
  • Skills to spot environmental risks and create effective control measures.
  • Knowledge of how to review, update, and put environmental and safety procedures into action.
  • Familiarity with internal reporting processes, compliance records, and environmental audits.
  • Ability to ensure contractors follow company HSE policies and procedures, and monitor them for compliance with environmental, safety regulations, and company rules.

Key Responsibilities

HSE Contract Management

  • Provide strategic guidance in drafting, reviewing, and updating environmental and safety clauses for contracts and procurement documents. Ensure these align with ISO standards and relevant laws.
  • Oversee contract implementation by monitoring contractor performance, ensuring they meet environmental and safety duties, and conducting regular inspections to spot risks. Manage contract administration by keeping a central record of permits, audit results, and Environmental Management Plans (EMPs), while tracking compliance deadlines.
  • Handle contract close-out by checking that all environmental and safety requirements are met and assessing contractor performance.

Performance Monitoring

  • Track contractor and internal team performance against approved EMPs, contractor records, and legal duties using inspection tools and checklists.
  • Enforce compliance by suggesting corrective actions for any issues found.
  • Carry out scheduled environmental and safety reviews with project and SHEQ teams to assess risks, impacts, and contractor adherence.
  • Confirm that environmental deliverables (like waste disposal certificates and rehabilitation reports) are finished and recorded before approving payments.

Risk Management and Regulatory Compliance

  • Lead efforts to identify environmental and safety risks related to projects and guide the creation of mitigation plans.
  • Ensure the organization complies with NEMA, ISO 14001, ISO 18001, OHS laws, and other relevant standards.
  • Guide dispute resolution and root cause analysis, working with Legal, Projects, and Regulatory Authorities to integrate corrective actions into processes.

Stakeholder Engagement and Collaboration

  • Lead teamwork with Procurement, SHEQ, Legal, and Operations to consistently apply Environmental Management Systems (EMS) across all projects.
  • Work with regulators, service providers, and industry partners to stay compliant and build relationships that support SANRAL’s HSE goals.
  • Share updates on environmental and safety issues, risks, and compliance with senior leaders, the Board, and external bodies.
  • Promote a culture of environmental awareness and safety through leadership, training, and ongoing improvement efforts.

Reporting

  • Prepare KPI dashboards, risk registers, and compliance performance reports.
  • Present environmental and safety performance reports to senior management, Board committees, and regulatory authorities.
  • Approve ad-hoc reports and ensure they cover strategic risks and compliance patterns.
  • Manage the supply of accurate documents, data, and explanations for audits and external reviews.

  • Interact with external parties, such as contractors, consultants, and regulators, to ensure HSE standards are followed.
