The Purpose of the Role
The Payroll Supervisor plays a key role in managing the company’s payroll operations. This position ensures that all salaries, wages, and benefits are processed accurately and on time. The role involves following all legal requirements for taxes and labor laws, overseeing the payroll team, and preparing reports related to payroll activities.
Key Deliverables
Payroll Processing & Administration
- Help supervise and coordinate daily payroll tasks to make sure salaries, wages, and benefits are handled correctly and promptly.
- Enter, check, and update employee payroll information, such as details for new hires, employees leaving, transfers, pay changes, and allowances.
- Run monthly payroll cycles and reconcile all payroll data to ensure it balances.
- Manage required deductions like PAYE, UIF, and SDL, as well as payments to third parties such as medical aid, pension or provident funds, and garnishees.
- Print, distribute, and file payslips and other payroll documents when needed.
- Keep payroll records, contracts, and employee files up to date and compliant with company policies.
Compliance & Statutory Requirements
- Make sure all payroll practices follow laws from SARS, UIF, PAYE, SDL, BCEA, and other relevant regulations.
- Review the tax status and salary structures for new employees to ensure everything is legal.
- Prepare and submit accurate reports to SARS on time.
- Handle submissions for employees who have left, those on maternity leave, and other labor-related needs.
- Reconcile internal payroll records with external reports, like medical aid billing compared to Sage 300 People data.
- Stay informed about changes in payroll and labor laws, and advise management on how they might affect the company.
Reporting & Financial Support
- Prepare monthly, quarterly, and annual payroll reports for management, HR, and the Finance team.
- Handle month-end journal entries in Sage Evolution and manage general ledger tasks related to payroll.
- Reconcile reports from Sage 300 People with external and financial system data.
- Provide reliable payroll information to support budgeting, forecasting, and cost analysis.
- Respond to information requests from Statistics South Africa and complete other necessary reports.
Audit, Controls & Process Improvement
- Develop and update payroll policies, procedures, and internal controls to maintain high standards.
- Assist with internal and external audits by providing all required payroll documents.
- Protect the accuracy and confidentiality of all payroll information.
- Lead efforts to improve payroll processes, introduce automation, and upgrade systems where possible.
- Ensure the Sage 300 People payroll system is properly maintained and configured.
Stakeholder Support
- Address payroll questions and issues from employees in a professional and timely way.
- Explain payslips, deductions, and benefits clearly to staff members.
- Communicate with outside parties like auditors, tax authorities, and benefits providers.
- Verify medical aid billing against payroll schedules and fix any differences.
- Support the HR team during employee onboarding and offboarding from a payroll viewpoint.
People Management & Team Development
- Supervise, guide, and train payroll team members to improve accuracy, compliance, and efficiency.
- Assign tasks, track performance, and offer training as needed.
- Ensure the team meets all deadlines and upholds service standards.
Personal Development
- Commit to ongoing learning, follow through on development plans, and keep up with industry news.
- Take part in peer and team learning activities.
- Create and update a personal development plan regularly.
Budget Compliance
- Follow work rules, standards, and methods carefully to avoid waste and stay within financial limits.
Performance Measures
Payroll Processing & Administration
- Process all company payrolls without any errors.
- Complete all payrolls by the set deadlines.
- Update payroll data for new hires, terminations, and salary changes within the payroll cycle.
- File and maintain all payroll documents according to company policy.
Compliance & Statutory Requirements
- Submit statutory returns on time and without errors.
- Set up correct tax status and salary structures for all employees.
- Complete monthly reconciliations between payroll and external reports with no significant differences.
- Provide quarterly updates to management on changes in payroll legislation.
Reporting & Financial Support
- Deliver payroll reports on schedule.
- Complete payroll reconciliations with no major discrepancies.
- Supply accurate data for budgeting and forecasting.
- Submit information to Stats SA and other authorities on time.
Audit, Controls & Process Improvement
- Follow payroll policies, procedures, and SOPs strictly.
- Support maintenance and updates of Sage 300 People without critical issues or downtime.
- Conduct quarterly reviews of SOPs and processes to meet payroll standards.
Stakeholder Support
- Resolve payroll queries within 48 hours on average.
- Make third-party payments on time and accurately.
- Handle onboarding and offboarding payroll tasks within required timelines.
People Management & Team Development
- Ensure team tasks are completed by deadlines.
- Conduct at least two staff training or knowledge-sharing sessions every six months.
Personal Development
- Provide bi-annual feedback on learning and development activities (formal and informal).
- Give updates on personal development plan progress.
Budget Compliance
- Adhere to work practices, standards, and methods while applying financial guidelines properly.
Requirements
- A National Diploma in Payroll, HR, and/or Finance.
- At least 3 years of experience in a similar payroll role.
- At least 2 years of experience in a supervisory position.
