About the Role:
The National Empowerment Fund seeks an accomplished investment leader to direct our Pre-Investment Unit through a critical 12-month contract period. This strategic role requires blending financial expertise with mentorship skills to drive efficient processing of funding applications while maintaining our commitment to black economic empowerment.
Key Responsibilities:
Application Evaluation & Quality Assurance
- Oversee initial screening of 250+ monthly applications against NEF mandates
- Implement robust viability assessments covering market dynamics and operational feasibility
- Maintain 98% accuracy in application vetting through structured quality controls
Deal Architecture & Structuring
- Design customized funding packages using blended finance instruments
- Develop financial models addressing SME working capital needs and growth projections
- Optimize deal structures to balance risk and developmental impact
Team Leadership & Development
- Manage 8-12 member cross-functional team of analysts and specialists
- Implement performance tracking system for 72-hour initial response targets
- Conduct biweekly skills development sessions on DFI regulations and sector trends
Stakeholder Engagement
- Interface with 50+ annual enterprise development forums nationwide
- Manage relationships with provincial economic development agencies
- Facilitate quarterly investor education workshops for applicant pipeline
Candidate Requirements:
Essential Qualifications
- Bachelor’s Degree in Finance/Economics/Business Administration (NQF 7)
- Postgraduate qualification in Development Finance/Investment Management
- FAIS Compliant with Category II, IIA, or III accreditation
Technical Competencies
- 8-10 years SME funding experience with R500M+ transaction portfolio
- Advanced Excel modeling certification (FMVA/Equivalent)
- SAICA/SAIFA accreditation for financial statement analysis
- Proven track record in agricultural/industrial sector investments
Behavioral Competencies
- Demonstrated commitment to B-BBEE principles
- Advanced negotiation skills with NQF 6 certification
- Multilingual capability (English + 2 SA official languages)
