Job Purpose

To provide expert advice and support in developing and improving policies and standard operating procedures at a national level. Ensure these align with international conventions, agreements, quality standards, and best practices. This enables effective implementation in Tax, Customs, and/or Excise operations.

Education and Experience

Minimum Qualification & Experience Required

  • Bachelor’s Degree / Advanced Diploma (NQF 7) in law, economics, or taxation, plus 8-10 years’ experience in governance, policy analysis, or similar fields. Ideally, 3-4 years at an operational specialist level.

OR

  • Senior Certificate (NQF 4), plus 15 years’ related experience in Tax, Customs and/or Excise, governance, policy analysis, or similar fields. Ideally, 3-4 years at an operational specialist level.

Process

  • Develop policies, procedures, standards, and guidelines for Tax, Customs, and/or Excise.
  • Administer and interpret legislation, providing specialist advice in Tax, Customs, and/or Excise.
  • Translate high-level policies related to Tax, Customs, and/or Excise, and communicate their impact to stakeholders.
  • Research and apply best practices to optimize the operational environment, aligning with overall infrastructure strategy.
  • Evaluate policy and procedure proposals in line with SARS goals, working with relevant role players.
  • Apply judgment within policies and procedures to support business needs.
  • Analyze and recommend improvements to specialist systems, procedures, and practices in Tax, Customs, and/or Excise.
  • Advise on effective planning and development of resource plans for Tax, Customs, and/or Excise to optimize organizational resources.
  • Develop a single practice area aligned with operational and procedural frameworks, ensuring tactical implementation.
  • Use technical or professional expertise to identify and recommend solutions to practice problems.
  • Integrate business information, analyze it, and produce reports to identify trends and support decision-making.
  • Optimize goal achievement through tactical strategy implementation and process improvements across the internal value chain.
  • Plan for continuous practice and system improvements to enhance tactical implementation and excellence.
  • Identify interconnected problems, assess their impact, and develop best-fit solutions.
  • Recommend and implement changes to optimize processes, systems, and procedures.
  • Develop and implement research methodologies to monitor and report on activities.
