Job Purpose

To provide expert advice and support in developing and improving policies and procedures. Ensure that national-level operational policies and standard operating procedures in Tax, Customs, and/or Excise align with international conventions, quality standards, and best practices. This enables effective implementation across the organization.

Education and Experience

Minimum Qualification & Experience Required

  • Bachelor’s Degree / Advanced Diploma (NQF 7) in law, economics, or taxation, plus 8-10 years’ experience in governance, policy analysis, or related fields. This includes 3-4 years at an operational specialist level.

OR

  • Senior Certificate (NQF 4), plus 15 years’ related experience in Tax, Customs and/or Excise, governance, policy analysis, or similar. This includes 3-4 years at an operational specialist level.

Job Outputs

Process

  • Develop policies, procedures, standards, and guidelines for Tax, Customs, and/or Excise.
  • Administer and interpret legislation, providing specialist advice in Tax, Customs, and/or Excise.
  • Translate top-level policies related to Tax, Customs, and/or Excise, and communicate their impact to stakeholders.
  • Improve the operational environment through research and best practices, ensuring alignment with overall strategies.
  • Evaluate policy and procedure proposals in line with SARS goals, working with relevant teams.
  • Apply judgment within policies and procedures to meet business needs.
  • Analyze and recommend improvements to specialist systems, procedures, and practices in Tax, Customs, and/or Excise.
  • Advise on effective planning and development of resource plans for Tax, Customs, and/or Excise.
  • Develop a single practice area aligned with operational frameworks and ensure tactical implementation.
  • Use technical expertise to identify and recommend solutions to practice-related problems.
  • Integrate business information, analyze it, and produce reports to spot trends and support decisions.
  • Optimize processes and systems across the internal value chain for better goal achievement.
  • Plan for ongoing improvements in practices and systems to enhance tactical implementation.
  • Identify interconnected problems, assess their impact, and develop practical solutions.
  • Recommend and implement changes to improve processes, systems, and procedures.
  • Develop research methods to monitor and report on activities.

  • Develop or align governance and compliance policies for the practice area to manage risks and liabilities.
