The South African Weather Service (SAWS) operates as a Section 3(a) public entity under the Ministry of Environmental Affairs, governed by a Board. Established as a public entity on July 15, 2001, in accordance with the South African Weather Service Act (No. 8 of 2001), which was amended in 2013, SAWS serves as the authoritative source for weather and climate forecasting in South Africa.

Key Performance Areas:

  • Manage and monitor the execution of procurement activities in alignment with the Procurement Plan and Demand Plan, ensuring compliance with National Treasury regulations.
  • Ensure that the acquisition process adheres to the Supply Chain Management (SCM) Legal Framework prior to advertising.
  • Coordinate, review, and execute the bidding process effectively.
  • Provide advisory services and conduct market analysis as necessary.
  • Oversee and evaluate requests for price quotations and supplier evaluations before awards.
  • Advise and guide prospective bidders and User Departments on the acquisition process, ensuring clarity and support.
  • Implement robust measures to combat fraud and corruption within the procurement framework.
  • Assist in the development and enhancement of SCM policies and procedures.

Minimum Education and Training Requirements:

  • A National Diploma in Logistics, Supply Chain Management, Procurement, or an equivalent qualification (NQF Level 6).
  • A Bachelor’s degree in a related field (NQF Level 7) is preferred.
  • Certification from CIPS or a similar recognized organization is an added advantage.

Minimum Work Experience Requirements:

  • At least five years of relevant experience in the public sector.
  • A solid understanding of demand/acquisition management, along with the ability to execute demand management strategies effectively.
