Requirements

  • A relevant 3-year tertiary qualification, preferably in Public Administration, Public Development, or Management, along with proven leadership and management experience at a senior level.
  • At least eight years of local government experience, focusing on prioritizing community needs and facilitating development.
  • Extensive experience in project and program management.
  • Solid knowledge of local government legislation and laws related to public services.
  • Ability to lead and manage public participation processes.
  • A valid Code B driver’s license and own reliable vehicle.

Key Performance Areas

  • Manage the administrative processes and systems of the Sub Council through the City’s governance structure and relevant legislation. Ensure that line functions are coordinated, monitored, and executed to deliver integrated, customer-focused services, programs, projects, and support to political structures, line departments, and communities.
  • Identify community needs, development gaps, and priorities. Facilitate and coordinate development initiatives to support an effective, customer-centered model.
  • Oversee resource management for the section, including human resources, finance, asset management, and administrative support.
  • Handle financial management, such as facilitating and managing capital and operating budgets, grants, and asset processes, in line with Council and legislative policies.
  • Develop, implement, and monitor projects and programs in the sub council areas. Facilitate effective public participation structures.
