Office of the Valuer-General

The Office of the Valuer-General is a state entity under the Ministry of Agriculture, Land Reform and Rural Development. It was established by the Property Valuation Act No. 17 of 2014, which took effect on 1 August 2015. The OVG is listed as a Schedule 3(A) public entity under the Public Finance Management Act.

DUTIES:

  • Apply cost-effectiveness principles to meet divisional targets and reduce costs. Develop and implement procurement plans, demand management plans, and sourcing strategies. Schedule tender management meetings and provide secretariat services. Draft specifications and terms of reference. Draft and advertise tenders on relevant platforms, facilitate evaluations, draft evaluation reports, and monitor compliance with CSD and SARS requirements. Facilitate the closing and opening of the tender box. Link needs to strategic plans. Source RFQs. Draft and present reports to Bid Committees. Contribute to improving SCM processes, procedures, controls, and systems. Optimize quality, delivery times, and total cost of purchases. Communicate effectively with colleagues, internal units, and external partners to build and maintain relationships. Follow OVG values, SCM rules, and prepare monthly reports and presentations. Ensure procurement complies with all regulations.

REQUIREMENTS

  • Formal Qualifications: National Diploma or Degree in Public Management, Cost Management, Finance, Supply Chain Management, or Logistics Management.
  • Job-Related Work Experience: At least 5 years in public sector procurement. Knowledge of relevant laws and regulations, including PFMA and Treasury guidelines for Supply Chain Management.
  • Job-Related Knowledge: Understanding of government priorities and the demand and acquisition process. Hands-on experience with tender processes, demand management, procurement planning, and PPPFA regulations of 2022. Ability to work independently with little supervision. Strong communication, presentation, and interpersonal skills. Knowledge of PFMA, regulations, Section 217 of the Constitution, Treasury regulations, PPPFA, and AGSA reporting. Familiarity with public service systems. Advantageous: Experience with Bid Committee systems and end-to-end acquisition management.
