The Office of the Valuer-General is a state entity under the Ministry of Agriculture, Land Reform and Rural Development. It was established by the Property Valuation Act No. 17 of 2014, effective from 1 August 2015. The Office is listed as a Schedule 3(A) public entity under the Public Finance Management Act.

Duties

  • Improve asset management processes and ensure they work efficiently by using proactive strategies. Create and keep an accurate asset management register that follows standard guidelines and laws.
  • Develop and maintain an effective process for disposing of assets. Update the asset management policy and procedures, and keep complete records and reports.
  • Put in place a proactive asset management system that complies with supply chain rules, the Public Finance Management Act (PFMA), and Treasury regulations.
  • Regularly create, review, and check compliance with asset management processes based on best practices.
  • Support a fair and open bidding process for assets and ensure it follows procurement rules.
  • Manage asset allocations, movements, and controls effectively.
  • Plan for asset purchases, their useful life, maintenance, security, and disposal to use resources wisely and build a high-performance team.
  • Work within your authority, prepare reports and presentations, and help carry out management decisions.
  • Build relationships with staff and partners, share strategic goals, and work with teams to meet their needs.

Requirements

Formal Qualifications

  • National Diploma (NQF 6) or Degree in Supply Chain Management, Public Management, Finance, Logistics Management, or Cost Accounting Management.

Job-Related Work Experience

  • At least 5 years of practical experience in public sector asset management.
  • Knowledge of supply chain and logistics processes, GRAP accounting standards, innovation, and financial reporting.
  • Experience in asset disposal management.
  • Understanding of Treasury regulations, PFMA, and related laws.

Job-Related Knowledge

  • Understanding of government priorities and key laws, including PFMA, Treasury Regulations (such as 16A), Access to Information Act, Public Service Act, and Labour Relations Act.
  • Knowledge of risk and compliance standards, all public service systems, and basic debit and credit principles.
  • Familiarity with GRAP standards: GRAP 12 (Inventory), GRAP 17 (Property, Plant, and Equipment), GRAP 21 & 26 (Impairment of Assets), and GRAP 31 (Intangible Assets).
  • Knowledge of asset management procedures, policies, National Treasury guidelines, and Generally Recognized Accounting Practice (GRAP).
  • Strong verbal and written communication skills.
  • Computer literacy.
