Essential Qualifications

• Proven track record in PPP development and structured finance
• Expertise in risk analysis and credit management
• Comprehensive understanding of municipal governance frameworks
• Strong negotiation skills with public/private stakeholders
• Proficiency in infrastructure project lifecycles

Core Responsibilities

• Lead city-wide PPP strategy development and implementation
• Coordinate cross-departmental PPP initiatives
• Design standardized PPP procurement frameworks
• Provide financial modeling expertise for major projects
• Monitor compliance with municipal financial regulations
