Minimum Requirements
- Bachelor’s degree in social development, public administration, or project management.
- At least 5 years of relevant experience in social development and project management, focusing on enterprise and supplier development. This includes 3 years in a middle management position.
Desirable Qualifications
- Qualifications in humanities, social sciences, business, or economics.
Primary Duties
- Set up and manage a framework for socio-economic development implementation and impact measurement.
- Carry out localization efforts, such as job creation, skills development, support for local businesses, and social responsibility programs.
- Work with all relevant stakeholders to gain their support for projects.
- Provide reliable reports on socio-economic development implementation and its impact to Rand Water.
- Engage internal and external stakeholders to build support for socio-economic initiatives.
- Develop a clear socio-economic development strategy and action plan.
- Define, create, monitor, and implement socio-economic development policies and procedures.
- Coordinate social, economic, and environmental aspects.
- Track government policies and community trends in stakeholder engagement and economic transformation, and adjust the strategy as needed.
- Manage and update policies and procedures for socio-economic development.
- Work with the procurement team to include sustainability in procurement processes.
- Review relevant policies regularly.
- Identify, assess, and manage socio-economic development initiatives across projects, including job creation, skills development, local business support, social responsibility organizations, and social facilitation.
- Ensure all key performance areas for socio-economic development are fully implemented.
- Encourage participation and involvement from stakeholders, including local communities, throughout the project lifecycle.
- Manage relationships with local communities, role-players, and stakeholders to gain project support, including setting up forums and committees.
- Identify key stakeholders (government, parastatals, NGOs, local communities) and create plans to build positive relationships using socio-economic development as a tool.
- Manage third-party consultants on external relations and socio-economic development, ensuring their advice is integrated.
- Conduct quality reviews of deliverables from socio-economic interventions.
- Maintain the enterprise development database.
- Implement programs to rotate suppliers and help SMMEs perform better.
- Facilitate forums and workshops to educate suppliers on Rand Water processes.
- Support the implementation of enterprise and supplier development strategies, programs, and plans.
- Conduct local scans to identify skills gaps and arrange training for local enterprises.
- Maintain strategic partnerships to build capacity for small businesses.
- Set up mentorship and coaching networks as learning platforms for new small businesses.
- Participate in committees to promote preferential procurement and support previously disadvantaged enterprises.
- Identify and engage potential beneficiaries for local and regional enterprise development programs.
Knowledge
- Understanding of key legislation in the water sector.
