**Position Purpose**

The **Senior Specialist: OD SCM Governance Risk** will lead the development and implementation of supply chain management (SCM) policies, governance frameworks, and risk management strategies within the Operating Division. This role ensures compliance with legal and regulatory requirements, drives operational efficiency, and maintains integrity in procurement processes.

**Key Responsibilities**

– Develop and implement SCM policies, standards, and governance frameworks specific to the Operating Division.
– Lead the creation and execution of governance, risk, and compliance strategies.
– Ensure compliance with SCM legislation, regulations, and Transnet’s supply chain policies.
– Monitor and report on procurement-related risks and mitigation strategies.
– Facilitate audits and maintain relationships with external stakeholders, including government agencies.
– Train and guide teams on governance, compliance, and risk management.
– Oversee the submission of SCM reports and ensure timely delivery to stakeholders.
– Manage key stakeholder relationships and represent the Division in SCM forums.

**Position Outputs**

– **Governance Processes:** Drive implementation of governance strategies, budgeting, and target setting.
– **Risk Management:** Identify and report procurement risks, liaise with audits, and ensure compliance.
– **Compliance Monitoring:** Oversee adherence to SCM policies, legal requirements, and governance frameworks.
– **Reporting:** Generate and consolidate reports on governance and compliance performance.
– **Stakeholder Relations:** Engage with government forums and contribute to thought leadership.
– **Team Management:** Lead capacity development and succession planning within the team.

**Qualifications and Experience**

– Bachelor’s degree in Supply Chain Management, Law, Logistics, Finance, or equivalent.
– MBA/MBL/M.Com or related postgraduate degree is an advantage.
– Minimum of 10-12 years of experience in SCM governance, compliance, or related fields, with at least 5-7 years in senior management.
– Strong knowledge of PFMA, PPPFA, and other public sector procurement legislation.
– Proven track record in cross-functional teamwork and driving successful delivery.
– CIPS membership is advantageous.
