Purpose of the Job

The Senior Officer: Forensics Investigation is responsible for investigating irregular business activities, including misconduct by RAF employees and crimes against the RAF.

Key Performance Areas

  • Conducting Investigations
    • Plan and conduct investigations as assigned by supervisors or management.
    • Maintain partnerships with prosecuting authorities, law enforcement agencies, and internal stakeholders.
    • Prepare monthly or weekly reports for submission to the manager.
    • Conduct interviews with claimants, witnesses, and others inside and outside the organization.
    • Collect statements and documentary evidence relevant to investigations.
    • Uphold the confidentiality of information and records.
    • Interact with regulatory bodies such as HPCSA, SASSA, PRASA, and the SA Nursing Council.
    • Identify process loopholes that could lead to abuse and report them to the Senior Forensic Officer.
    • Investigate irregularities to secure prosecution of involved parties.
    • Maintain healthy working relationships with assessors.
    • Open and register criminal cases with SAPS or Hawks and keep proper records.
    • Prepare criminal or disciplinary cases with prosecutors or initiators and present evidence in court or departmental hearings.
    • Assist law enforcement agencies with investigations in line with applicable laws.
    • Support other RAF departments on civil liability matters related to investigations.
    • Meet targets set by the Forensic Manager or Senior Forensic Investigator and perform duties according to set standards.
    • Maintain and update tracking spreadsheets for effective record-keeping and analysis.
    • Investigate reports from Tip-Offs Anonymous and provide timely feedback to the Senior Forensic Investigator. Give regular updates to complainants.
    • Participate in external fraud awareness campaigns led by the Forensic Department or in partnership with the Communications Department.
    • Manage cases and keep records, such as case books and vehicle registers.
    • Produce investigation files for quarterly or monthly inspections and follow-up dates.
    • Establish and maintain informer networks. Implement the RAF fraud prevention strategy. Participate in forensic projects.
    • Report investigation outcomes to RAF Forensic management and SAPS, with recommendations for solutions based on findings.
  • Stakeholder Relations Management
    • Build relationships with the NPA and other external stakeholders.
    • Establish and maintain strategic alliances with relevant stakeholders, including law enforcement agencies.
    • Develop and maintain good working relations with staff, claimants, lawyers, government departments, and SAPS.
    • Support proactive relationships with key stakeholders.
    • Handle inquiries and requests for information from internal and external stakeholders.
    • Assist in maintaining relationships with vendors, service providers, or procurement teams, ensuring timely invoicing and payment for procured items.

Reporting

  • Contribute to preparing and submitting reports as required by regulations.
  • Help develop reporting systems for management, projects, or performance updates.
  • Provide regular progress updates and submissions to inform management decisions.

Qualifications and Experience

  • Bachelor’s Degree or Advanced Diploma in Law or Policing-related field.
  • Certification in Forensic Investigation and Criminal Justice is advantageous.
  • Valid Category B or higher driver’s license.
  • At least 4 years of relevant experience in fraud investigation or motor vehicle accident claims investigation.
