The Community Schemes Ombud Service Act (Act 9 of 2011) was promulgated on June 11, 2011. It established the CSOS as a public entity classified as a Schedule 3A entity under the Public Finance Management Act (Act No. 1 of 1999) (PFMA).
Job Description
- Develop Supply Chain Management operational plans and policies aligned with the Supply Chain Management Strategy to support the demand and resource plan.
- Lead communication with clients to ensure smooth implementation of Supply Chain Management activities.
- Promote Broad-Based Black Economic Empowerment (B-BBEE) and maintain suppliers’ performance standards.
- Oversee the end-to-end sourcing process by managing procurement and the full contract lifecycle to achieve cost savings and comply with regulations and National Treasury instructions.
- Regularly monitor and review contract performance to maximize benefits and value.
- Manage unit resources, including budget, finances, assets, equipment, and staff, for efficient operations.
Job Requirements
- Bachelor’s degree in commerce, business management, commercial law, accounting, or finance-related fields.
- Registration with Supply Chain Management professional bodies is an advantage.
- 8 – 10 years’ experience in Supply Chain Management or Procurement, including at least 4 years at middle management level in a corporate or public sector organization.
- Knowledge of the Public Finance Management Act.
- Knowledge of the Preferential Procurement Policy Framework Act.
- Knowledge of Black Economic Empowerment and Broad-Based Black Economic Empowerment.
- Knowledge of Treasury Regulations.
- Knowledge of the Constitution of the Republic of South Africa.
