The Municipal Systems Act, 32 of 2000, requires all municipalities to develop 5-year Integrated Development Plans and review them annually. Ba-Phalaborwa Municipality has created its IDP following an approved process plan and involved communities in planning and decision-making.

Total Remuneration Package:

  • R965,958.00 (minimum); R1,103,953.00 (mid-point); R1,224,083.00 (maximum)

Requirements:

  • Grade 12 plus a Bachelor’s Degree in Public Administration, Management Science, Law, or equivalent.
  • Five (5) years of experience at middle management level with proven successful management experience in administration.
  • Minimum competency levels as prescribed by the Minimum Competency Regulation, 2007. If not met, the applicant must complete them within 18 months.
  • Computer literate and hold a valid Code B driver’s license.

Core and Leading Competencies:

As prescribed in Annexure A (Local Government: Competency Framework for Senior Managers) of the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers, published in Government Notice No. 21 of 17 January 2014.

Knowledge, Skills, and Personal Attributes:

  • Strong knowledge of relevant policies and legislation, institutional governance systems, and performance management.
  • Expertise in corporate support services, including Human Capital Management, Legal Services, Facilities Management, Information Communication Technology, and Council Support.
  • Understanding of Supply Chain Management Regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000).
  • Knowledge of Good Governance, Labour Relations Act, and other labour-related laws.
  • Legal background, human capital management, and coordination of specialized support functions.
  • Ba-Phalaborwa Municipality complies with the Protection of Personal Information Act 4 of 2013 and the Promotion of Access to Information Act 2 of 2000.

Responsibilities:

The successful candidate will lead and manage the department to achieve organizational objectives. Key duties include:

  • Leading and managing personnel, implementing departmental and organizational goals.
  • Managing key deliverables and outcomes for the department.
  • Developing short- and long-term strategic plans and implementing corporate services projects.
  • Managing the departmental budget, systems, resources, and services.
  • Overseeing Human Resources Management, Legal Services, Information Communication Technology, Council Administration, Cleaning Services, and Records divisions.
  • Managing risks and audit findings, advising management and Council on administrative matters.
  • Driving organizational transformation and development.
  • Ensuring compliance with occupational health and safety, and improving employee wellness through labour relations practices.
  • Providing strategic support to Political Office Bearers and other units.
  • Liaising with internal and external stakeholders.
  • Submitting reports to Council and stakeholders via the Municipal Manager’s office.
  • Facilitating stakeholder participation and ensuring compliance with legislation, regulations, policies, and standards.
  • Performing other related functions as requested by the Municipal Manager.
