Senior Economist: Tax Revenue

Purpose

To assist in providing tax revenue analysis and forecasting.

Key Requirements

  • A Grade 12 certificate and a bachelor’s degree (NQF level 7) in Economics, Econometrics, or Statistics.
  • At least 4 years of relevant experience, including 2 years at Assistant Director level or equivalent, in research, tax policy analysis, and formulation.
  • Understanding of the tax revenue policy framework and related processes.
  • Experience with statistical and econometric modeling techniques.

Key Responsibilities

Prepare tax revenue estimates for the Budget Review and Medium Term Budget Policy Statement (MTBPS):

  • Develop estimates for major tax types, such as personal income tax (PIT), value-added tax (VAT), corporate income tax (CIT), fuel taxes, excise duties, and customs duties, for the annual Budget Review.
  • Provide revised estimates for the MTBPS.
  • Update estimates between the Budget Review and MTBPS to support the fiscal framework.
  • Create basic statistical tables and graphs for tax revenues in the Budget Review and MTBPS.
  • Prepare analytical notes and presentations on revenue trends and outlook for fiscal strategy meetings.

Monitor monthly tax revenues and revise estimates:

  • Track monthly tax collections, identify deviations from estimates, and explain reasons for these by tax type.

Develop statistical and econometric techniques to improve tax revenue estimates:

  • Build models to forecast revenues using macro and micro data.
  • Use basic regression methods and advanced econometric and statistical tools as needed.

Convene the Revenue Analysis Working Committee (RAWC):

  • Organize RAWC meetings.
  • Prepare tax revenue estimates for the committee on behalf of the Tax Revenue and Policy Costings chief directorate.
  • Defend these estimates during meetings.
  • Take minutes of the meetings.
  • Prepare inputs from the Tax Revenue and Policy Costings chief director and document outcomes.
