Ilembe District Municipality

iLembe District Municipality is a Category C municipality on the east coast of KwaZulu-Natal, bordering the Indian Ocean. It is the smallest district municipality in the province, covering just 3% of its area. iLembe includes four local municipalities: Mandeni, KwaDukuza, Maphumulo, and others between Durban and Richards Bay.

Senior Clerk Procurement: Contract

Requirements:

  • Valid Grade 12 certificate
  • National Diploma in Finance or Supply Chain Management
  • 2-3 years’ experience in a Supply Chain Management environment

Responsibilities:

  • Help process information for the competitive bidding system to keep it efficient and maintain proper records.
  • Keep accurate records of awarded contracts in the contract register and update the commitments schedule.
  • File bidding process documents manually and electronically after contracts are awarded, following the Supply Chain Management Policy.
  • Maintain an internal register of poor-performing vendors and check the National Treasury’s lists of restricted bidders and tender defaulters to avoid using them.
  • Ensure contracts are not used after their expiry dates unless extended.
  • File variation orders and documents for contract amendments or extensions.
  • Start bid processes on time for new contracts needed for ongoing goods or services.
  • Help communicate bidding outcomes to all participating bidders after contracts are awarded.
  • Assist in authorizing Purchase Orders to ensure prices match contract rates.
  • Perform age analysis on outstanding orders, review them, investigate delivery delays, and cancel invalid ones.
  • Provide information for statutory reporting and allow access to Supply Chain Management contract records when needed by stakeholders.
  • Help resolve disputes over goods and services provided by appointed service providers.
  • Support the retrieval of information for the Municipal Bid Adjudication Team in handling tender appeals and objections.
