Job Purpose

The purpose of this role is to manage a council-wide independent, objective assurance and consulting activity focused on operational auditing. This work adds value and improves eThekwini operations.

Key Responsibility Areas

  • Manage an internal operational auditing service at a high level of complexity across the municipality.
  • Implement the rolling audit coverage program (three-year rolling audit coverage plans) in your area of responsibility to achieve the best level of assurance council-wide.
  • Drive integrated audit planning and support the implementation and management of multidisciplinary teams.
  • Coordinate efforts to achieve a clean audit mandate in your area of responsibility and help the council ensure clean governance and administration.
  • Provide information and support to committees such as the Audit Committee, MPAC, Riskcom, Council EXCO, and portfolio committees, as well as the office of the city manager.
  • Contribute to the audit methodology and procedural manual, especially for operational auditing, to ensure consistent application of the audit process in line with standards.
  • Conduct forward planning and define functional objectives that align with the council’s strategic framework.
  • Share updates on functional and operational objectives, including short- and long-term goals, current applications, and constraints.
  • Plan and prepare capital and operating estimates for your area of responsibility, and control spending against approved budgets.
  • Assess productive outcomes related to the use and performance of personnel in your area of responsibility.

Essential Requirements

  • Degree (NQF Level 7) in Financial Accounting or Auditing, with Auditing or Internal Auditing as a major, or any related equivalent qualification.
  • Valid motor vehicle driving license.
  • 6 years of relevant experience, including 3 years managing multi-functional teams in audits.

Preferred Requirements

  • Postgraduate qualification (NQF Level 8) or equivalent in Financial Accounting or Auditing, with Auditing or Internal Auditing as a major, and CIA/CA registration.
  • 7 years of relevant experience, including 4 years managing multi-functional teams in audits.
