Role Overview
Reporting to the Chief Digital Officer, you will create and lead programs to improve digital and ICT skills in municipalities. You will guide municipalities on leading, managing, governing, and running ICT functions in a changing digital world.
Candidate Profile
- Good knowledge of policies and laws in your field.

- Knowledge of project management basics.
- Strong skills in facilitation, consulting, report writing, and presentations.
- Understanding of digital transformation and new technologies from the 4th Industrial Revolution and beyond.
- Deep knowledge of ICT governance, policies, processes, frameworks, and structures.
- Strong research skills.
- Ability to work under pressure.
- Self-motivated starter.

- Awareness of global and South African developments in related professional areas.

Qualifications and Experience
- Bachelor’s Degree in Informatics, Information Systems, Computer Science, Information Technology, or equivalent. A postgraduate qualification is a plus.
- Knowledge of ICT and digital management frameworks and standards, such as COBIT and ITIL.
- Experience in ICT and management consulting.
- Understanding of traditional and modern system development methods.
- Skills in creating and reviewing ICT and digital strategies.
- Good knowledge of emerging digital technologies.
- At least 5 years of work experience, including 2 years at a managerial level or in ICT consulting and advisory roles.
- Solid understanding of the local government sector.
- Proven ability to manage complex and sensitive relationships with stakeholders at all levels.
- Valid driver’s license.
Key Responsibilities and Focus Areas
- Engage with stakeholders and manage business relationships.
- Work with and advise municipalities on ICT management, governance, and operations.
- Perform digital maturity assessments and help municipalities implement improvements.
- Research best practices and provide insights on smart technologies used by municipalities.
- Lead programs to build ICT skills in local government and form partnerships for skill development.
