Risk and Compliance Manager

Minimum Requirements:

  • Must have completed Matric.
  • An appropriate Bachelor’s Degree or National Diploma in Internal Auditing, Accounting, or Risk Management.
  • Valid Driver’s License.
  • Minimum of 4 years of operational experience in Auditing or Risk Management. At least 2 years of supervisory experience in Risk Management.

Competencies, Knowledge, and Skills:

  • Knowledge of PFMA, Treasury Regulations, and Accounting Principles. Strong analytical, organizing, and presentation/report writing skills.
  • Understanding of the role of internal and external audit in the public sector. Knowledge of risk management processes and techniques.
  • Computer literacy, strong verbal and written communication skills, and ability to work in a team.
  • Membership with the Institute of Risk Management or Institute of Internal Audit is an added advantage.

Key Performance Areas:

  • Provide strategic direction and manage the organization’s Risk Management function.
  • Develop, maintain, and execute a process for identifying, assessing, mitigating, monitoring, and reporting on risks that may affect organizational performance.
  • Conduct assessments and determination tests for irregular, fruitless, and wasteful expenditure.
  • Liaise with Provincial Treasury on a quarterly basis and report irregular expenditure incurred by the entity.
  • Apply for condonation at Provincial Treasury on behalf of the entity.
  • Liaise with the Loss Control Committee regarding irregular, fruitless, and wasteful expenditure cases.
  • Maintain the entity’s fraud hotline.
  • Develop and monitor strategic, operational, and fraud risk registers.
  • Conduct organizational risk management workshops and meetings, and compile risk registers annually.
  • Develop and update the Enterprise Risk Management Framework.
  • Develop enterprise risk management policies and procedures, including fraud prevention strategy, detection, and reporting.
  • Facilitate fraud awareness processes.
  • Ensure the risk management unit is adequately resourced.
  • Strengthen collaboration with internal and external risk mitigation providers.
  • Compile and present risk management reports to the Accounting Officer and Audit and Risk Committee.
  • Report periodically to the CEO and the Audit and Risk Committee.
  • Ensure compliance with applicable legislation and regulations.
  • Review documents, develop and administer surveys, and compile work papers.
  • Promote legal compliance with all legal requirements.
  • Perform investigations as requested by the Board and Audit Committee.
  • Manage day-to-day relationships with stakeholders, including Provincial Treasury.
