Requirements
This position follows the guidelines in Government Gazette 41996 Notice 1146 of 26 October 2018, along with Government Gazette 37245 Notice 21 of 17 January 2014 on the appointment and conditions of senior managers in local government.
- A postgraduate degree or qualification in Accounting, Finance, or Economics at NQF Level 8, or be a Chartered Accountant.
- Computer skills in MS Word, Excel, and PowerPoint. A valid driver’s license is required.
- At least 7 years of relevant experience at senior and middle management levels, including 2 years at senior management.
- Meet the minimum competency requirements for Chief Financial Officers under the Municipal Finance Management Act (MFMA).
- Strong knowledge of relevant policies and laws, including labor relations.
- Good understanding of governance systems and performance management in local government.

- Understanding of supply chain regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000).
- Experience in coordinating support functions in a financial environment within local government.
- Ability to work under pressure, think strategically, and solve problems creatively.
Duties
- Lead financially by developing and maintaining systems that support the municipality’s growth.
- Create structures to improve financial policies and ensure compliance with standards like GRAP and MSCOA, covering billing, revenue, credit control, supply chain, rates, tenders, budgets, assets, risk, and indigent support.
- Manage the Council’s budget processes.
- Prepare financial statements.
- Offer expert advice on financial services and systems, following National Treasury standards.
- Handle professional and financial contracts related to finance.
- Report on departmental functions to key committees.
- Develop and implement financial frameworks, policies, and strategies in line with MFMA and other laws.
- Support staff by addressing issues, grievances, and disciplinary matters.
- Maintain fair labor practices to prevent disputes.
- Manage the department’s budget and finances.
- Monitor performance using the Service Delivery and Budget Implementation Plan, correct issues, and measure against key performance indicators (KPIs).
- Perform other tasks as assigned by management.
