Civil Aviation Authority (SACAA)

The South African Civil Aviation Authority (SACAA) is an agency of the Department of Transport (DoT). It was established on 1 October 1998 under the South African Civil Aviation Authority Act, 1998 (Act No. 40 of 1998). This Act was replaced by the Civil Aviation Act, 2009 (Act No. 13 of 2009), which came into effect on 31 March 2009.

Overall Purpose of the Job

To manage the SACAA Project Management Office. Develop and implement project and programme management methods, strategies, and deliverables. Handle multiple projects and programmes throughout their lifecycle.

Project and Programme Management

  • Implement and maintain the project management methodology.
  • Help define project requirements after consulting with clients and getting their approval.
  • Contribute to project business cases to reduce costs, lower total cost of ownership, and ensure a good functional fit.
  • Develop and approve project plans, considering dependencies and needs across different areas.
  • Set up project schedules, milestones, deliverables, and tasks. Focus on outcomes and results.
  • Manage resources to deliver high-quality projects.
  • Attend and lead project meetings. Track progress and implement parts of the project plan.
  • Execute project plans to meet scope, time, cost, quality, and safety goals.
  • Provide regular reports (monthly, quarterly, annual) on project status to the Executive Corporate Services.

Governance and Compliance

  • Ensure projects follow approved policies for project management, quality, safety, environment, and risks.
  • Manage and reduce project risks using the SACAA Enterprise Risk Management approach.
  • Make sure projects meet legal requirements and follow good corporate governance.

Financial Management

  • Create detailed project budgets and forecast cash flows based on the approved budget.
  • Monitor, review, and approve project costs and any changes.
  • Develop risk profiles for costs and strategies to handle any delays.

Performance Monitoring and Reporting

  • Set up regular reporting to track on-time and on-budget delivery. Address any issues.
  • Track, analyse, and review key performance indicators (KPIs) ongoing.
  • Apply the project management framework to direct reports and help with their performance reviews.
  • Help set KPI weightings to match strategic goals. Suggest changes as the project progresses.
  • Advise the Executive Team on project risks and dependencies.

Change Management and Communication Management

  • Develop and implement a communication strategy or plan for each project.
  • Work with the communications department for consistent messaging and include key needs in the plan.
  • Handle and respond to client requests for project information.
  • Help create a change management plan specific to the project.
  • Prepare business papers for meetings that oversee project delivery.

Contract Management

  • Help assess tenders and join evaluation committees if needed.
  • Assist in preparing tender and contract documents.
  • Support procurement needs by consulting with the procurement team.
  • Review and approve contractor service level agreements (SLAs) to meet contract terms. Resolve disputes.
  • Review and approve changes to contracts.
  • Ensure SACAA meets all project-related contract obligations.

Stakeholder Management

  • Manage key stakeholders (internal and external), dependencies, risks, changes, and issues for successful delivery. Provide advice as needed.
  • Resolve client concerns and meet expectations through strong relationships.
  • Work with internal departments to integrate all project elements.
  • Share lessons learned and best practices with stakeholders in peer reviews.
  • Build a respectful partnering approach in relationships.

Talent Management

  • Clearly explain work expectations for staff on projects and how they link to programmes.
  • Encourage open communication and information sharing across teams for overall programme goals.
  • Coach and mentor staff on teamwork.
  • Manage staff, contractors, and consultants for timely and efficient performance.
  • Create development plans for direct reports by identifying skill gaps and strategies to fill them.

Requirements

Minimum Qualifications:

  • National Diploma in Project or Programme Management or another relevant NQF level 6 qualification.

Ideal Qualifications:

  • Degree in Project or Programme Management or another relevant NQF level 7 qualification.

Experience:

  • 5 years in managing diverse and complex multi-million-rand interdependent projects.
  • Aviation experience is an advantage.
