Requirements

  • LLB or relevant legal degree
  • 3-5 years of relevant experience in legal work, contract management, and/or debt collection
  • Knowledge of local government laws, policies, and delegations, as well as contract management processes
  • Proficiency in MS Office, especially Excel, SAP, and SharePoint
  • Valid Code EB/B/C driver’s license

Key Performance Areas

  • Help the Revenue department stay compliant with laws, by-laws, and policies. Provide legal advice before consulting the City Legal Services.
  • Track all new, amended, or repealed laws that affect the department’s operations and services.
  • Research to ensure policies align with national and local laws, court judgments, Council by-laws, and other policies.
  • Assist in drafting or updating policies, particularly the Credit Control and Debt Collection Policy.
  • Handle correspondence and inquiries with legal aspects. Provide legal advice to the Director: Revenue by preparing opinions, recommendations, or motivations. Consult Corporate Legal Services for guidance when needed.
  • Ensure fair processes for disputants during hearings. Guide the dispute committee in line with laws, court judgments, and Council policies when making recommendations to the Director: Revenue.
  • Support Revenue in creating specific contracts and tender documents. Manage contractual obligations to ensure compliance with terms and conditions, discharging responsibilities without risk to the Council.
