Civil Aviation Authority (SACAA)
The South African Civil Aviation Authority (SACAA) is responsible for ensuring the safety, security, and environmental sustainability of the nation’s aviation sector. The Senior Manager for Aviation Infrastructure Oversight plays a critical role in overseeing aviation infrastructure, air navigation services, meteorological oversight, and environmental compliance to ensure aviation safety and alignment with international and local regulatory standards.
Overall Purpose of the Job
The purpose of this role is to set standards and provide oversight for aviation infrastructure to ensure compliance with safety and environmental regulations. This includes ensuring that aerodromes, air navigation services, meteorological facilities, and environmental factors like carbon emissions are regulated in line with ICAO Standards and the strategic objectives of SACAA. The role also involves liaising with key stakeholders, managing the division’s strategic goals, and ensuring compliance through audits and licensing approvals.
Key Responsibilities
Strategic Alignment and Support
- Provide support to the Director of Civil Aviation and SACAA Board to ensure an efficient aviation safety infrastructure.
- Develop and manage the division’s strategy for aviation safety infrastructure, meteorological, and environmental oversight.
- Translate SACAA’s strategic objectives into divisional goals, ensuring alignment with the organization’s priorities.
- Implement an annual business plan that supports the short and long-term goals of SACAA’s Aviation Safety Infrastructure division.
Financial Management
- Compile and manage the division’s annual budget in accordance with PFMA, National Treasury regulations, and relevant legislation.
- Monitor and report financial expenditure and manage the division’s resources to ensure accurate revenue and cost planning.
People Management
- Oversee the implementation of people development programs aimed at fostering a high-performance culture and increasing productivity.
- Coach and mentor staff to ensure an efficient and motivated team.
Policy Development
- Lead regulatory reviews related to aviation safety infrastructure, meteorology, and environmental oversight.
- Represent South Africa in international standards development related to aviation safety infrastructure and environmental regulations.
- Research, develop, and establish standards for the oversight, licensing, and approval of aviation safety infrastructure.
Oversight of Authorisation and Compliance
- Manage aerodrome authorisations, air navigation services, and environmental compliance.
- Ensure regulatory compliance through audits and inspections on air navigation, meteorology, and environmental regulations.
- Oversee infrastructure elements like fencing, ground markings, and equipment related to air navigation services.
- Ensure environmental standards, such as carbon emissions and noise level monitoring, are met.
Promotion and Communication
- Promote awareness of Aviation Safety Infrastructure and Environmental Oversight to industry stakeholders.
- Maintain communication with stakeholders regarding issues related to aviation safety infrastructure.
- Define and manage the scope of oversight requirements and ensure efficient implementation of work programs.
General Responsibilities
- Ensure compliance with the SACAA Quality Manual and SACAA Quality Manual Procedures.
- Manage tasks related to aviation infrastructure, ensuring all duties are aligned with SACAA’s quality standards and procedures.
Requirements
Minimum Qualification:
- Relevant Engineering qualification (Civil, Electrical, Construction, Aeronautical) or a qualification in Air Navigation Services or aviation-related professional training.
Ideal Qualification:
- MBA is preferred for enhanced leadership and management capabilities.
Experience:
- Senior Management Experience: 10 years
- Aviation Infrastructure or Relevant Experience: 10 years
Contract Terms
- Duration: 5-Year Contract
- Closing Date: 30 September 2024
- All appointments are subject to Section 98 of the Civil Aviation Act, 13 of 2009, with successful candidates undergoing security vetting.
- Employment Equity candidates will be prioritized as per SACAA’s Employment Equity Plan.
