On Monday, November 6, 2023, the North West Health MEC, Madoda Sambatha, announced that the Department’s Superintendent-General, Mr. Obakeng Mongale, has been granted special leave. This leave is intended to allow him time to address allegations regarding violations of the Public Finance Management Act (PFMA) that have been brought against him.

Key Requirements:

  • A Bachelor’s Degree in the Built Environment (NQF Level 7) recognized by SAQA.
  • A post-graduate qualification in management is an added advantage.
  • At least five (5) years of relevant experience in a Senior Management role with demonstrated managerial skills.
  • Familiarity with Public Sector Management and experience in designing and executing infrastructure programs.
  • A Pre-entry Certificate for the Senior Management Services (SMS) from the National School of Government must be submitted prior to appointment.
  • A valid driver’s license.
  • Extensive knowledge of government policies, procedures, and regulations.
  • Proven experience in managing construction projects successfully.
  • Comprehensive understanding of the CIDB Act and its regulations.
  • Familiarity with financial and Supply Chain Management processes and the Government Immovable Asset Management Act of 2007, along with the Occupational Health and Safety Act and related legislation.
  • Strong verbal and written communication skills.
  • Expertise in project management, research, and benchmarking.
  • Ability to work effectively under pressure while paying meticulous attention to detail.

Responsibilities:

  • Provide strategic guidance for the directorates, including Infrastructure Planning, Infrastructure Delivery, Health Technology Management, and Maintenance Management.
  • Supervise the planning, construction, and renovation of health facilities.
  • Undertake leadership roles, including planning work programs, personnel management, and establishing work procedures.
  • Prepare presentations and briefings for the Head of Department.
  • Manage structures, external committees, and stakeholder relationships.
  • Offer technical and professional support to the Head of Department.
  • Draft reports, memoranda, and policy documents.
  • Prepare documentation for follow-up in high-profile meetings.
  • Develop and maintain systems to ensure good corporate governance.
  • Oversee all infrastructure projects from planning through execution, monitoring, and evaluation.
  • Lead change management processes within the department, including policy development, organizational realignment, and system implementation.
