The National Heritage Council (NHC) of South Africa is a statutory body dedicated to the preservation and promotion of the country’s rich heritage. Established on 26 February 2004, the NHC prioritizes heritage as a cornerstone for nation-building and national identity. As a Schedule 3A public entity, the council focuses on enhancing the significance of heritage in South Africa.

Primary Purpose of the Job

The World Heritage Specialist will be responsible for driving and implementing the identification, inscription, development, and preservation of world heritage and African liberation heritage. This role also involves facilitating multilateral engagement and programs that contribute to the heritage sector.

Key Performance Areas

  • World Heritage Program Development: Lead the development and implementation of programs related to world heritage.
  • Preservation of African Liberation Heritage: Focus on the safeguarding and promotion of African liberation heritage.
  • Site Development and Management: Oversee the development and management of significant heritage sites.
  • Multilateral and Sector Engagements: Facilitate partnerships and collaborations within the heritage sector.
  • Resource Coordination and Monitoring: Ensure effective coordination and monitoring of resources allocated to heritage projects.
  • Continuous Improvement: Seek opportunities for self-improvement and enhance role outputs.

Requirements

  • Legislative Knowledge: Ability to interpret and apply the World Heritage Convention, National Heritage Resources Act, and National Development Plan (NDP).
  • Project Development: Experience in developing ideas, assessing viability, and creating business cases for projects.
  • Project and Risk Management: Proficient in managing projects and associated risks.
  • Lobbying and Persuasion: Strong skills in negotiation and sensitivity to evolving political dynamics.
  • Documentation: Ability to compile strategic documents effectively.
  • Research and Writing: Excellent research and writing skills are essential.
  • Computer Skills: Proficiency in relevant software and tools.
  • Language Skills: Proficiency in one of the UN languages is desirable.

Minimum Qualifications / Experience

  • Educational Requirements: A graduate qualification in South African history, political science, anthropology, heritage studies, or a relevant NQF Level 7 qualification.
  • Knowledge and Skills:
    • Understanding of relevant legislative policies.
    • Excellent grammar and written communication skills.
    • Knowledge of the communication environment, particularly within government contexts.
  • Experience: A minimum of 5 years of relevant experience is required. Experience in world heritage is an added advantage.
