Requirements
- Matric certificate
- Bachelor’s degree in public administration, political science, social science, law, or an equivalent relevant qualification
- Certificate in Municipal Financial Management Programme (MFMP) or Certificate Programme in Municipal Development Programme (CPMD), as prescribed by National Treasury (Government Gazette No. 29967, dated 15 June 2007). If not held, this must be obtained within 18 months, or the employment contract will end automatically one month after that period
- Valid South African Motor Driver’s Licence and own transport
- No criminal record
- Five years of relevant experience at senior management level in local government
- Proven successful institutional transformation in the public or private sector
- Advanced knowledge of relevant policies and legislation
- Advanced understanding of institutional governance systems and performance management
- Advanced understanding of council operations and delegation of powers
- Good governance
- Audit and risk management establishment and functionality
- Budget and finance management
- Knowledge of local government powers and functions, including assigned national and provincial functions
- Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000)
- Strong communication, accountability, and ethical conduct
- Knowledge of coordination and oversight of all specialized support functions
Responsibilities of the Successful Candidate
The successful candidate will:
- Sign an employment contract and performance agreement, and disclose any financial interests
- Undergo background screening, security vetting, and a competency assessment
- Comply with the functions of the Municipal Manager as per Section 55 of the Municipal Systems Act 32 of 2000
- Provide ethical strategic leadership and management to achieve the municipality’s vision
- Develop and manage an effective, accountable administration to implement the Integrated Development Plan, operate under the Municipal Performance Management System, and meet community needs
- Be responsible for all municipal income, expenditure, assets, and liabilities, ensuring compliance with financial management laws
- Manage service provision to communities in a sustainable and equitable way
- Handle staff appointment, training, discipline, and utilization, while promoting sound labor relations and complying with labor laws
- Advise political structures and office-bearers, and carry out their decisions
- Administer and implement municipal by-laws and other legislation
- Exercise powers and perform duties delegated by the municipal council or other authorities
- Facilitate community participation in municipal affairs
- Develop and maintain a system to assess community satisfaction with services
- Represent the municipality at provincial and national levels
- Perform any other functions assigned by the Municipal Council as the Accounting Officer
