Salary Scale: Task Grade 17 (R797,775.12 – R1,035,588.72) per annum, excluding benefits.

Minimum Requirements:

  • Grade 12
  • Bachelor’s Degree in Waste and Environmental Management (NQF Level 7) or equivalent
  • Computer literacy
  • Minimum three (3) years relevant experience in local government and/or public administration
  • Extensive knowledge of local government legislation
  • Report and writing skills, as well as good communication skills
  • Proven leadership and managerial abilities
  • Valid driver’s license

Key Performance Areas:

  • Identify and define immediate, short-term, and long-term objectives and plans for effective environmental management and community development services.
  • Ensure compliance with relevant legislation in the department.
  • Present a conceptual framework of current and future interventions to achieve acceptable levels and standards of service delivery to the Directorate: Community Services for inclusion in the department’s short- and long-term performance and service delivery plans.
  • Plan and program annual schedules to ensure sufficient operating capacity, capability, and resources to meet departmental service delivery needs.
  • Define and adjust key performance indicators, job design, and role boundaries of personnel against service delivery requirements.
  • Direct and control outcomes related to the utilization, productivity, and performance of personnel within the Directorate.
  • Analyze trends, operating requirements, and forward plans to establish or determine funding and expenditure for the period.
  • Prepare capital and operating estimates and control expenditure against approved budget allocations.
  • Implement and manage the financial reporting process of the municipality.
  • Provide direction and guidance to management within the area of responsibility.
  • Evaluate sections’ deviations and variances in performance against budget and address them with appropriate personnel.
  • Manage and monitor specific procedural applications associated with the operations of waste management services.
  • Manage and monitor specific procedural applications associated with environmental management operations, including environmental impact management, compliance monitoring and enforcement, air quality management, and climate change programs.
  • Promote a pollution-free environment.
  • Promote clean, aesthetically pleasing, and healthy parks, fauna, and flora within the municipal area.
  • Analyze new and existing issues and report on trends to the Director: Community Services.
  • Effectively manage waste and refuse removal, landfill sites, public open spaces, public toilets, street cleaning, taxi ranks and their cleanliness, reclamation, and recycling.
  • Be responsible for municipal facilities and amenities management.
  • Conserve and preserve heritage and cultural sites within the municipal area.
  • Manage libraries, halls, sports fields, cemeteries, parking, and open spaces.
