Job Purpose
Develop and implement category management strategies to deliver value through strategic sourcing for specific categories. Create implementation plans for a range of strategic commodities and manage the related teams. Execute strategic sourcing initiatives in the SARS supply chain management area to build a competitive, fair, equitable, transparent, and cost-effective procurement system.
Education and Experience
Minimum Qualification & Experience Required
- Relevant Bachelor’s Degree / Advanced Diploma (NQF 7) and 8-10 years’ experience in Supply Chain Management, Procurement, Business, Finance, or a similar environment, including 3-4 years at junior management level.
Minimum Functional Requirements
- Senior Certificate (NQF 4) and 15 years’ related experience in Supply Chain Management, Procurement, Business, Finance, or a similar environment, including 3-4 years at junior management level.
Job Outputs
Process
- Support and develop small BEE and SME businesses by providing guidance.
- Help staff solve complex problems outside standard policies.
- Ensure SARS needs are met by coordinating contract negotiations, supplier communications, or procedure changes for customer satisfaction.
- Make sure procurement follows all laws, Treasury rules, and SARS policies.
- Contribute to sourcing and procurement strategies for specific commodity areas.
- Manage staff schedules, including assignments, training, vacations, breaks, overtime, backups, and shift rotations.
- Handle tender management by reviewing tenders, recommending actions, and adjudicating in line with authority levels.
- Manage vendor performance.
- Apply risk management to high-value, high-risk procurement activities.
- Work with users to unpack technical and user specifications.
- Drive tactical implementation for business unit excellence and performance improvement.
- Direct, control, coordinate, and optimize budgeted resources to meet objectives and deliver results.
- Develop and implement practices aligned with operational policies and procedures.
- Implement tactical strategy and delivery plans to achieve operational targets.
- Plan work outputs, coordinate interdependent activities, and set priorities, standards, and procedures for tactical implementation.
- Identify interconnected problems, assess impacts, and develop and implement best-fit solutions.
- Provide reports on performance against plans and progress on short-term initiatives to realign tactics as needed.
- Recommend and implement changes to improve processes, systems, policies, and procedures.
- Communicate policy changes, progress on objectives, and success factors to stakeholders.
- Use business reports to measure success and adjust tactical strategy.
