Requirements

  • Grade 12 certificate
  • Bachelor’s Degree in Accounting or equivalent qualification
  • Minimum 8 years’ relevant experience (local government experience preferred)
  • Proven managerial experience
  • In-depth knowledge of MFMA, MSA, and Local Government legislation
  • Strong understanding of National Treasury regulations and GRAP standards
  • Excellent communication and presentation skills
  • Computer proficiency and valid driver’s license (Code B)
  • Competencies per Local Government Municipal Staff Regulations (Gazette 45181)

Key Responsibilities

Leadership & Team Management

  • Lead departmental staff with performance monitoring and development
  • Manage workflow, overtime approval, and leave coordination

Public Relations & Customer Service

  • Resolve public inquiries and complaints effectively
  • Maintain service excellence in customer interactions

Financial Operations

  • Develop tariff proposals and oversee implementation
  • Manage property valuation processes and documentation
  • Supervise revenue collection and debt management
  • Ensure accurate billing and account reconciliation

Strategic Administration

  • Represent department in strategic meetings
  • Ensure compliance with financial policies and legislation
