Requirements
- Grade 12
- Bachelor’s degree in Public Administration, Finance, Business Management, Management Sciences, Law, or Performance Management
- Computer literacy with excellent skills in Excel, Word, and PowerPoint
- Valid Code B driver’s license
- NQF Level 8 in Management Sciences and qualifications as per the Minimum Competency Regulations (CPMD/MFMP) will be an advantage
- Five (5) years of relevant experience, including at least three (3) years at middle management level, preferably in local government
- Knowledge and understanding of local government legislation and policies
- Knowledge of planning procedures, strategic planning, and monitoring
- Good writing and presentation skills
- Strategic direction and leadership skills
Responsibilities
- Manage programs in the Municipal Manager’s Office
- Ensure responsive and efficient operations in departments and monitor service delivery
- Support integrated development planning (IDP) and financial management
- Oversee enterprise risk management
- Facilitate quick responses to inquiries and ensure compliance by departments
- Maintain high professional standards in the Municipal Manager’s Office
- Supervise personnel in the office
- Handle communication for the Municipal Manager
- Manage information and dissemination
- Prepare reports for the Municipal Manager
- Act as a link between political offices for service delivery complaints and ensure resolution
- Manage stakeholder relations
- Advise the Municipal Manager on critical compliance matters
- Prepare high-level presentations, strategies, and implementation plans
- Handle human resources management, internal audit, and legal services
- Operationalize the Municipal Manager’s strategic focuses and monitor implementation by departments
- Assist in monitoring legislative compliance by departments
- Monitor the implementation of Council resolutions
- Assist in monitoring high-level SDBIP implementation by departments
- Provide secretarial support to the Municipal Manager at high-level meetings
