Purpose Statement

To develop, manage, and implement Human Capital Centre of Excellence activities. These support business operations and strategic goals, while ensuring compliance with all statutory and legal requirements.

Qualifications

  • Diploma plus Advanced Diploma, or B-Degree in Human Resources, Industrial Psychology, or a related field.
  • NQF level 7.
  • Registration with the South African Board for People Practices (SABPP) is preferred.

Experience

  • 10 years of relevant work experience in human resources.
  • 3 years of management experience.
  • Proven track record in developing, managing, and implementing strategies for organizational structure, performance management, workforce planning, compensation and benefits, employee engagement, value systems, human capital service delivery, and more.
  • Proven track record in designing frameworks for human capital value chain optimization, leadership development, culture change, and human capital compliance and governance.

Duties and Responsibilities

Operational Management

  • Help develop an operational strategy for the division and align it with the Human Capital Centre of Excellence business plan.
  • Measure productivity against set objectives.
  • Manage and promote continuous improvement activities.

Functional Management

  • Act as the main guardian of all Human Capital Centre of Excellence policies and procedures. Ensure clear communication, monitoring, and alignment with laws and agreements.
  • Research, benchmark, and develop policies and processes in relevant areas.
  • Provide integrated Human Capital Centre of Excellence services to SABS, focusing on staff and management to support business goals.
  • Promote people-centered practices that align with SABS strategic priorities.
  • Develop and lead human capital governance, risk, and compliance frameworks and programs.
  • Analyze the people and risk landscape at SABS to ensure suitable employee practices and strategies.
  • Develop, implement, and manage strategies for organizational structure design, workforce planning, employee engagement, and human capital service delivery.
  • Create mechanisms to optimize the human capital value chain across the organization.

Risk and Compliance Management

  • Reduce the business unit’s risk through fraud controls, risk prevention, and strong governance and compliance processes.
  • Coordinate and maintain quality risk management in line with regulations.
  • Implement compliance policies to strengthen the SABS brand and stakeholder relations.
  • Monitor regulatory changes and apply new operational controls as needed.
  • Support internal and external audits and regulatory requirements with evidence.
  • Oversee Service Level Agreements to minimize risks and ensure business continuity.
  • Ensure the team follows all relevant laws, policies, and standard procedures.

Financial Management

  • Contribute to planning and preparing the annual budget, aligned with tactical plans.
  • Implement, manage, and monitor the business unit’s budget, reporting on any variances.
  • Apply proper financial controls to manage the budget.

People Management

  • Manage direct reports to meet strategic objectives.
  • Build strong team performance through empowerment, skills development, retention, and succession planning.
  • Create an environment where employees uphold integrity and ethics in all processes.

Stakeholder Management

  • Identify and remove internal barriers to improve customer service.
  • Build and maintain relationships with internal and external stakeholders for better collaboration and reputation management.
  • Represent the organization in committees and task teams as needed.
