Umzinyathi District covers 8,079 square kilometers in the north-central part of KwaZulu-Natal. It sits between the N3 corridor from Durban to Gauteng and the coastal route along the east coast. The district includes some of the poorest and most underdeveloped rural areas in KwaZulu-Natal.

Requirements

  • Grade 12 certificate
  • B Degree or Advanced Diploma in Financial Accounting, Cost and Management Accounting, Taxation, or Public Finance (NQF level 7)
  • Valid driver’s license
  • Municipal Financial Management Program (MFMP) Certificate
  • 3-5 years of relevant experience in a financial environment, including at least 1 year in assets-related work
  • Willingness to work outside normal hours when needed and meet deadlines

Key Responsibilities

  • Plan and manage all municipal assets together with user departments. Ensure reliable sources of goods and services, negotiate short- and long-term contracts, get the best value for money, manage supplier risks with backup plans, and work with departments on supplier performance.
  • Monitor controls for following rules on assets, inventory, and services.
  • Ensure the municipality gets a steady supply of materials, goods, and services. Check products and confirm details on transaction documents match receipts.
  • Set key performance indicators, job designs, and role boundaries to meet service needs.
  • Analyze trends, needs, and plans to set funding and spending for the period.
  • Review department performance against the budget and fix any issues with the right people.
  • Watch for and correct any breaks in financial rules, audit needs, or procedures.
  • Check if service providers and suppliers can meet the municipality’s demands.
  • Look at feedback and quality checks on service levels, then take steps to keep the supply chain strong inside and outside.
  • Join meetings (council, internal, external) and share views on matters affecting the department.
  • Put in place and manage the Asset Management Policy.
  • Make sure the Asset Register is accurate and matches the General Ledger.
  • Prepare and review all asset purchases from capital and operating budgets for the Asset Register.
  • Organize, prioritize, and schedule tasks to stay within budget and use time and resources well.
