Organization Overview

The Western Cape Liquor Authority (WCLA) oversees liquor retail sales and micro-manufacturing regulations in the Western Cape province.

Department: Liquor Licensing Tribunal Secretariat

Core Responsibilities

Strategic Leadership

  • Contribute to organizational strategy development
  • Manage department budgets and resource allocation
  • Oversee project implementation and progress reporting
  • Develop operational policies and standard procedures

External Partner Coordination

  • Facilitate collaboration with SALGA and SAPS
  • Manage service agreements and payment processes
  • Coordinate intergovernmental partnerships

Legal & Tribunal Management

  • Direct tribunal operations including scheduling and case management
  • Supervise legal documentation processes
  • Oversee compliance monitoring of tribunal decisions
  • Manage appeals tribunal proceedings

Policy & Governance

  • Lead legislative amendment initiatives
  • Conduct evidence-based policy research
  • Ensure regulatory compliance across operations

Operational Oversight

  • Manage licensing approval processes
  • Supervise case prosecution workflows
  • Implement performance tracking systems

Qualifications & Experience

  • Bachelor of Laws degree (NQF 7)
  • 5+ years senior management experience
  • Public sector strategic planning background
  • Proven project management skills
  • Experience with governance boards (preferred)
