Legal Administration Officer (MR-4): Legislation and Contract Drafting

Requirements

  • Senior Certificate / Grade 12 plus an LLB Degree, with at least five (5) years of postgraduate legal experience as an in-house legal advisor and in legislative drafting.
  • Specialized knowledge of the legislation drafting process and laws administered by the Department. Knowledge of government procurement systems, the South African Legal System, the Constitution of the Republic of South Africa, Public Finance Management Act (PFMA), Treasury Regulations, PPPFA, PAJA, and PAIA. Knowledge of the litigation process and drafting/reviewing contracts.
  • Skills and competencies: Interpersonal skills, strategic capability and leadership, legal research and drafting, problem-solving and dispute resolution. Communication skills (written and verbal), report writing, ability to work under pressure, computer literacy. Valid driver’s license.

Duties

  • Draft or amend legislation administered by the Department and guide it through the legislative process. Comment on draft legislation from other departments on behalf of the Department. Review legislation that needs amendment and affects the Department.
  • Provide legal advice, guidance, and opinions to the MEC, top management, and the Department on legislation drafting and other legal matters.
  • Offer legal opinions on other Department-related matters. Handle litigation on behalf of the Department. Draft and review contracts for the Department.
  • Prepare monthly reports for and on behalf of the Director.
