The Civilian Secretariat for Police Service is seeking nominations for qualified individuals to serve as members of the Board responsible for overseeing the National Forensic DNA Database (NFDD). This is a pivotal role that contributes to the ethical, legal, and operational standards of forensic DNA analysis in South Africa.

Requirements

To be eligible for nomination, candidates must meet the following criteria:

  • Citizenship: Must be a citizen of the Republic of South Africa or have permanent resident status.
  • Fit and Proper: Candidates must demonstrate that they are fit and proper persons to hold office as Board members.
  • Qualifications and Expertise: Candidates must possess the necessary qualifications and expertise as required by the relevant legislation.
  • Legal Status: Must not be an un-rehabilitated insolvent, have been declared by a court to be mentally ill or unfit, or have been convicted of a criminal offence.

Candidates will need to submit:

  • A motivation letter.
  • A signed confirmation stating that they meet all statutory requirements for appointment.
  • A detailed curriculum vitae.

Duties

As a Board member, your responsibilities will include:

  • Monitoring Implementation: Oversee the implementation of the Act regarding sample collection, forensic DNA analysis, and the management of the NFDD.
  • Proposals for Improvement: Provide recommendations to the Minister for improving practices related to the NFDD, focusing on ethical, legal, and social implications of forensic DNA usage, as well as training and development criteria for familial searches.
  • Oversight of Processes: Ensure oversight over the collection, retention, storage, destruction, and disposal of DNA samples, and monitor the retention and removal of forensic DNA profiles.
  • Complaint Handling: Assess and address complaints regarding violations related to DNA sample abuse, security breaches, and ensure that relevant information is gathered to support the Board’s functions.
  • Dispute Resolution: Facilitate dispute resolution mechanisms such as mediation and conciliation, and refer complaints to relevant authorities as necessary.
  • Reporting: Provide comprehensive reports to the Minister regarding the outcomes of complaints and any related matters.
