Civil Aviation Authority (SACAA)

The South African Civil Aviation Authority (SACAA) is an agency of the Department of Transport (DoT). It was established on 1 October 1998 under the South African Civil Aviation Authority Act, 1998 (Act No. 40 of 1998). This Act was replaced by the Civil Aviation Act, 2009 (Act No. 13 of 2009), which took effect on 31 March 2009.

Description

Overall Purpose of the Job

  • To investigate aircraft accidents and incidents independently. The goal is to prevent them from happening again by suggesting safety recommendations and prevention programs.

Investigation Management

  • Collect, document, record, and secure all evidence accurately, following AIID MOP policies and procedures.
  • Apply relevant legislation, regulations, procedures, and other rules that guide accident and incident investigations.
  • Perform proper due diligence on all investigations.
  • Respond quickly to accident or incident sites to preserve critical evidence and prevent witnesses from influencing each other.
  • Gather supporting evidence and data, analyze it, develop findings, determine the cause, and create safety recommendations to avoid similar issues.

Data Analysis and Reporting

  • Review and analyze all evidence using suitable tools, like event checklists and report templates, as outlined in AIID MOP and ISO procedures.
  • Carry out detailed analysis of issues that arise during investigations.

Prepare and release high-quality, technically accurate reports, including:

  • Accident/incident notifications
  • Preliminary accident/incident reports
  • Draft and final accident/incident reports
  • Enter all reports into the ECCAIRS system.
  • Submit ADREP reports to ICAO for accidents involving aircraft over 2,250 kg MTOW and incidents over 5,700 kg, as required by AIID MOP.
  • Analyze and research safety data recordings thoroughly.

Relationship Management

  • Communicate and work well with internal and external stakeholders during the investigation process.
  • Provide regular updates on investigation progress according to agreed timelines.

Requirements

Qualification

Minimum

  • Grade 12 and Aircraft Maintenance Engineer License; or Private Pilot Licence; or NQF Level 6 Engineering qualification.

Ideal

  • Commercial Pilot Licence (CPL) or Airline Transport Pilot Licence (ATPL) or Aircraft Maintenance Engineer Licence (AMEL) with experience on aircraft above 5,700 kg.

Experience

  • 5 years as an Aircraft Maintenance Engineer; or
  • 500 – 1,000 hours as a Pilot; or
  • 5 years as an Aviation Engineer; or
  • 3 years as a SACAA Inspector.
