Office of the Valuer-General
The Office of the Valuer-General is a state entity under the Ministry of Agriculture, Land Reform and Rural Development. It was established by the Property Valuation Act No. 17 of 2014, which took effect on 1 August 2015. The OVG is listed as a Schedule 3(A) public entity under the Public Finance Management Act.

Key Responsibilities
- Handle diary management and secretariat services for the internal audit team.
- Provide effective support for internal audit projects.
- Manage records for the internal audit unit.
- Coordinate internal audit travel.
- Administer finances and assets.
- Contribute to the development of the internal audit strategy and annual plan.
- Complete engagement planning procedures according to the approved internal audit methodology.
- Compile system descriptions by gaining a deep understanding of the area under review and documenting processes clearly.
- Conduct and document walkthroughs to verify that the audit process matches the system description.
- Evaluate risk exposures and document controls related to governance, operations, and information systems, following the International Standards for the Professional Practice of Internal Auditing.
- Draft audit programs that achieve objectives, address risks, and test identified controls.
- Perform compliance and operational audits as assigned.
- Execute audit procedures as per the engagement program, creating quality working papers that show test objectives, results, and conclusions.
- Record information to support conclusions and results in line with Institute of Internal Auditors standards.
- Carry out audit work in compliance with the internal audit quality assurance program.
- Keep audit clients updated on the audit progress, including any exceptions found.
- Handle ad-hoc assignments as needed.
- Promote risk management processes through audit project risk assessments.
- Report the impact on functional risk ratings after each audit project.
- Prepare audit findings and recommendations, confirmed with stakeholders, and produce reports that reflect the audit work.
- Compile and present reports to management with recommendations, ensuring action plans align with findings.
- Build and maintain relationships with key stakeholders to promote the OVG brand through collaboration.
- Work with business units to understand internal audit and functional needs, and improve service delivery.
- Support crisis management.
Job Requirements
- Formal Qualifications: Minimum NQF level 6 qualification in Internal Auditing or Auditing, or any qualification with internal auditing/auditing as a major subject.
- Advantageous: CIA certification or studying towards Certified Internal Auditor (CIA). Postgraduate qualification.
- Job-Related Work Experience: At least 1 year in an internal audit, external audit, or compliance environment.
- Job-Related Knowledge: Knowledge of the Institute of Internal Auditors’ Standards and Code of Ethics. Computer skills, including Microsoft Office Suite (Word, Excel, PowerPoint).
