Civil Aviation Authority (SACAA)

The South African Civil Aviation Authority (SACAA) is an agency of the Department of Transport (DoT). It was established on 1 October 1998 under the South African Civil Aviation Authority Act, 1998 (Act No. 40 of 1998). This Act was replaced by the Civil Aviation Act, 2009 (Act No. 13 of 2009), which took effect on 31 March 2009.

Description

Oversight

  • Prepare annual schedules for inspections of Air Traffic Service Units (ATSUs).
  • Plan and conduct initial, renewal, and surveillance inspections of air traffic service providers.
  • Carry out inspections, follow up on findings, and propose enforcement actions when needed.
  • Regulate airspace activities, including duties for the NASCOM Secretariat.

Approvals

  • Review documents from service providers, such as Safety Management Systems (SMS) and Manuals of Procedure (MOP).
  • Process certifications and approvals as required.
  • Evaluate safety assessments and provide recommendations.
  • Support the Personnel Licensing (PEL) Review Board in assessing Designated Examiner applications.
  • Convene the Air Traffic Services (ATS) Review Board to evaluate investigation reports and other ATS matters.
  • Handle applications for Flexible Use of Airspace and respond to the Central Aviation Management Unit (CAMU).

Administration

  • Compile monthly reports.
  • Maintain the ATS document management system according to records management procedures.
  • Perform other job-related administrative tasks.
  • Handle queries and meet Service Level Agreements (SLAs).
  • Collect statistics on traffic movements and incidents for trend analysis and records.

Communications and Safety Promotion

  • Take part in safety promotion activities, such as workshops, publications, seminars, and SACAA initiatives.
  • Provide feedback from the industry to the Manager.
  • Publish information to enhance safety.
  • Keep aeronautical information up to date.

Enforcement

  • Initiate enforcement actions for non-compliances and infringements in ATS licensing and certification, following the enforcement procedure.

Liaison and Consultation

  • Lead coordination among all stakeholders for NASCOM functions and provide input to relevant ATS forums.
  • Participate in international and regional meetings and share feedback with SACAA.
  • Act as a lead for ATS in assigned projects or working groups.

General

  • Perform any other duties for the Air Navigation Services (ANS) Department as assigned by the Authority.

Technical Assistance

  • Provide training and support to other Aviation Infrastructure sections and SACAA divisions.
  • Offer training to other Inspectors, including those from other aviation departments and regional entities.

Requirements

Minimum Requirements

  • Grade 12.
  • Air Traffic Control License with Aerodrome and Approach (Procedural & Surveillance) rating, or
  • Air Traffic Control License with Aerodrome and Area (Procedural & Surveillance) rating.

Ideal Qualifications

  • Instructor’s rating, Designated Examiner; Internal Auditing Certificate.

Experience

  • 7 years of Air Traffic Operations experience.
  • 2 years of experience in aviation committees and/or working groups, regulation development/input, internal auditing/oversight, incident investigation, and analysis would be an advantage.
