Description

Oversight

  • Certify Aeronautical Information Service (AIS) providers according to Part 175 of the Civil Aviation Technical Standards (CATS) and Civil Aviation Regulations (CARs).
  • Plan and conduct inspections and audits on AIS providers to ensure compliance with Annex 15 regulations, internal procedures, and technical standards.
  • Prepare findings reports categorized appropriately.
  • Monitor the implementation of corrective action plans and promote continuous improvement in operating standards.
  • Follow up on findings and recommend enforcement actions when necessary.
  • Ensure compliance with aerodrome safety management and procedure manuals.

Aeronautical

  • Ensure compliance with Centralized Aeronautical Database (CAD) processes.

Information/Data Management Oversight

  • Receive, verify, approve, and maintain aeronautical information and data for publication in the Centralized Aviation Database.
  • Oversee the publication of aeronautical information and data to support the safety and regularity of air navigation services.
  • Process applications for flexible use of airspace.
  • Coordinate with data providers to supply aeronautical information.
  • Handle applications for ICAO Radio Telephony call signs and ICAO Location Indicators.
  • Monitor adherence to the AIRAC (Aeronautical Information Regulation and Control) schedule.
  • Ensure compliance with ICAO Annex 15 and related ICAO document standards.

Planning and Administration

  • Plan inspections, audits, and surveillance activities for Aeronautical Information Management (AIM).
  • Ensure inspection reports are complete and provide appropriate recommendations.
  • Perform general office administration tasks, including secure record-keeping.
  • Maintain a database of certified AIS service providers.
  • Keep a database of non-compliances in the findings register.
  • Manage internal and external correspondence through the Manager.
  • Maintain departmental documents related to AIS oversight.
  • Complete inspection checklists as per applicable regulations.
  • Draft and submit inspection reports to clients.
  • Compile and submit reports on oversight findings.
  • Evaluate manuals to confirm they meet required standards.
  • Propose updates to the Manual of Procedure, Technical Guidance Manual, ISO procedures, and applicable forms.

Regulations Research and Development

  • Conduct research and recommend national and international requirements.
  • Provide input on new proposals and amendments to legislation on Standards and Recommended Practices (SARPs) and CARs through the Manager.
  • Propose amendments to CARs/CATS to align with Annex 15 updates and ICAO documents.
  • Submit regulation reviews to the Civil Aviation Regulations Committee (CARCO).

Quality Management

  • Ensure compliance with ICAO and ISO standards in Aeronautical Information Management operations.
  • Maintain compliance with the Quality Management System (QMS).

Liaison

  • Coordinate with stakeholders on AIM functions and provide input at Air Traffic Management (ATM) forums as needed.
  • Offer consultation on AIM matters.
  • Monitor client satisfaction with services and evolving needs.
  • Ensure Service Level Agreements are in place between data providers and AIS service providers.

Enforcement

  • Conduct investigations to verify regulatory compliance.
  • Follow up on non-compliance incidents to ensure corrective actions, sanctions, or penalties are applied.
  • Compile reports on major and severe findings for the Enforcement Committee.

Requirements

Minimum Requirements

  • Grade 12 with an ICAO-recognized AIS course or qualification.

Ideal Qualification

  • Advanced AIS Course.

Experience

  • 3 – 5 years of AIS operational working experience.
