Nongoma Local Municipality is in the heart of northern KwaZulu-Natal. It is one of the five local municipalities in the Zululand District Municipality. The area includes three traditional authorities: Mandlakazi, Usuthu, and Matheni. It is the only place in the world with six Royal Palaces.

Head of Department – Technical Services

Job Purpose:

  • To provide strategic direction to the department and support infrastructure development programmes.

Essential Requirements:

  • Grade 12 or Matric Certificate.
  • Bachelor of Science in Civil Engineering, B.Tech in Civil Engineering, or equivalent qualification.
  • Certificate in Municipal Finance Management Programme (MFMP) or Certificate Programme in Management Development (CPMD).
  • Compliance with the Municipal Regulations on Minimum Competency Levels (Gazette 29967 of 15 June 2007). If newly appointed, you must complete this within 18 months, or the employment contract will end automatically.
  • At least 5 years of experience in middle management in the engineering profession in local government, with 3-4 years at a professional or management level in engineering.
  • Registration as a professional engineer with relevant bodies.
  • Valid Code 10/B or C1 driver’s license.

Key Competencies:

  • Strong knowledge of infrastructure development functions.
  • Good understanding of relevant policies and laws.
  • Solid knowledge of institutional governance systems and performance management.
  • Ability to develop engineering master plans, manage projects, and oversee implementation.
