Finance Manager

Minimum Requirements:

  • Must have completed Matric.
  • Commerce Degree with Accounting as a major subject or National Diploma in Accounting.
  • Minimum 5 years’ experience in Finance.
  • A valid driver’s license.

  • Working knowledge of financial norms and standards (nominal and substantive), and relevant legislation such as the Constitution, Public Finance Management Act 1999, National Treasury Regulations, Provincial Treasury Instructions, Financial delegations, and applicable policies and procedures.
  • Knowledge of budgeting, revenue management, expenditure control, financial reporting, and payroll.
  • Knowledge of internal controls, risk management, and fraud prevention strategies.
  • Knowledge of relevant legal requirements.

Key Performance Areas:

  • Oversee all financial accounting functions.
  • Coordinate inputs into the budget from all managers and prepare a consolidated budget for approval.
  • Implement efficient debt collection measures from all sources.
  • Ensure that expenditure aligns with the approved budget and report all variances monthly.
  • Prepare monthly payroll and ensure compliance with employment contracts, labor legislation, and the Income Tax Act.
  • Process all authorized deductions against salaries.
  • Maintain monthly and annual payroll reports.
  • Prepare monthly, quarterly, and annual financial reports in line with legal requirements.
  • Prepare and submit monthly PAYE, UIF, SDL, Medical, Pension, and other statutory reports before the due date.
  • Prepare and submit VAT returns bi-monthly before the due date.
  • Prepare and submit annual IRP5s and IT3s before the due date.
  • Implement adequate internal controls.
  • Facilitate, promote, and coordinate policy implementation in the Agency.
  • Facilitate, promote, and coordinate external liaison with stakeholders.
  • Facilitate the implementation of a comprehensive financial management system.
  • Ensure the reliability of information captured on the system.
  • Ensure compliance with all laws, regulations, and policies.
  • Provide input into policy development, operational plans, strategic plans, and annual reports.
  • Prepare business plans for the directorate and specific projects.
  • Provide support services to the Chief Financial Officer.
  • Perform ad hoc duties as required by the supervisor.
