JOSHCO was established in March 2004 by the City of Johannesburg with a mandate to provide and manage social and affordable rental housing. It serves various household income levels, from R1,850 to R22,000 per month, with a focus on lower income groups. This is part of the City’s efforts to implement its housing strategy.

Purpose of the Job

The Executive Manager: Corporate Services ensures that JOSHCO’s divisions and staff receive top-quality support. This includes human resources, communication, facilities, and monitoring performance to meet strategic goals.

Key Responsibilities

Developing an Effective Strategy Framework for Corporate Support

  • Build and promote a culture of customer focus and performance management for high-quality service and ongoing improvements.
  • Put in place and review governance processes for corporate support.
  • Work with the Legal Advisor to comply with all laws and regulations.
  • Uphold and monitor JOSHCO’s Code of Conduct.

Financial Management

  • Spend the budget in a cost-effective way.
  • Provide monthly budget updates.
  • Create and follow financial service level agreements.
  • Stick to budgets and take corrective actions when needed.
  • Align budget and spending with the business unit’s strategy.
  • Guide management and staff on HR budget use.
  • Manage the talent management budget.
  • Ensure cost-effective operations for the Corporate Services function.

Implementing an Effective Framework for Human Resources

  • Align the HR plan with JOSHCO’s strategic goals.
  • Set objectives for the HR division.
  • Develop and apply a Talent Management Framework for JOSHCO.
  • Ensure HR development initiatives support the organization’s goals.
  • Review and update organizational structures to meet changing needs.
  • Create an efficient document management system for HR.
  • Maintain suitable employee benefits and remuneration policies.
  • Build positive employee relations across the organization.
  • Lead an organization-wide wellness program.

Implementing an Effective Strategy Framework for Communication and Marketing

  • Set policies and strategies for external communication and marketing.
  • Define and promote JOSHCO’s brand image.
  • Ensure clear communication between JOSHCO and the City of Johannesburg on key issues.
  • Identify key stakeholders, media channels, and partners.
  • Promote the JOSHCO brand to stakeholders.
  • Communicate JOSHCO’s processes and systems to stakeholders.
  • Manage events like launches, groundbreaking ceremonies, and political gatherings.
  • Train staff on protocol and handling dignitaries.
  • Act as a communication link for the organization and transformation sponsors.

Office Management

  • Provide centralized facilities services.
  • Plan for future facilities needs.
  • Manage service levels with facilities providers.
  • Oversee contracts for buildings and facilities to ensure they are suitable, cost-effective, and compliant with laws.
  • Keep central records of all contracts.
  • Ensure contracts meet legal and financial standards.
  • Provide regular financial and HR reports.

Health and Safety Management

  • Set strategic direction and priorities for improving health, safety, environment, and quality (SHEQ) programs.
  • Advise and help line management implement SHEQ laws, rules, and standards, including fire prevention, training, and site inspections.
  • Conduct prevention inspections, annual audits, and quality assurance checks.
  • Develop a SHEQ communication strategy for all sites and staff levels, including written materials, toolbox talks, and briefs.
  • Maintain current quality accreditations and pursue new ones.
  • Support line management in investigating and reporting incidents, including dangerous occurrences and occupational diseases.

People Management

  • Build a high-performing team through performance development and coaching managers.
  • Assess training needs for managers and ensure they do the same for their teams.
  • Create and maintain a succession plan for the management team using talent management processes.
  • Help managers develop workforce and recruitment plans.
  • Address poor performance through formal improvement processes.
  • Focus on personal development to improve effectiveness.

Minimum Educational Qualifications

  • NQF level 7 qualification in Human Resource Management, Industrial Psychology, Law (Labour Relations), Operations Management, or Information Technology Management.
  • A postgraduate qualification is an advantage.
  • Registration with SDF or a professional body is an advantage.
  • A Certificate in MFMA or the ability to obtain it within 18 months of employment.

Skills, Knowledge, and Experience Required

  • At least 7 years of experience, including 3 years at senior management level.
  • Strong knowledge of institutional governance and performance management.
  • Understanding of relevant policies and legislation.
  • Knowledge of corporate support services, including human resources management.
  • Good communication and negotiation skills.
  • Familiarity with the Labour Relations Act and other labor laws.
