Remuneration: R 469 940.49 – R 531 935.30 per annum

Minimum Requirements:

  • Grade 12 plus National Diploma in Human Resources Management or Labour Relations (NQF Level 6).
  • A Bachelor’s degree in Human Resources Management or Labour Relations, plus a certificate in practical labour law, will be an advantage.
  • Three (3) to five (5) years of relevant working experience.
  • Valid driver’s licence.
  • Knowledge of the full range of Human Resources activities in a functional area, with a focus on HR analytics and labour laws. Supervise staff and mentor other HR professionals, applying complex analysis to problems.

Core and Functional Competencies:

  • Monitoring and Control: Understand key drivers in the sector and municipality to meet service delivery goals and challenges.
  • Consulting: Understand stakeholder needs, build capacity by listening, grasping issues, and communicating clearly.
  • Negotiation: Achieve objectives through discussions with internal or external parties, exploring alternatives to gain support.
  • Industrial and Labour Relations: Manage relations in the municipality by implementing good practices that align with legislation and achieve objectives.

Key Performance Areas:

  • Coordinate and control procedures and research for disciplinary and grievance cases and inquiries.
  • Build good working relations between management and employees to create a positive labour relations climate.
  • Facilitate disciplinary hearings, grievance processes, and appeals to ensure adherence to the municipal staff code of conduct.
  • Support preparation for conciliation and arbitration processes.
  • Facilitate workshops for employers and employees to promote sound labour relations.
  • Identify and define immediate, short-term, and long-term HR objectives and plans.
