Key Performance Areas

• Water Metering and Management Strategy: Develop, plan, implement, and drive a comprehensive water metering and management strategy aligned with the organizational goals.
• Revenue Enhancement Master Plan: Create and execute a revenue and revenue enhancement master plan that supports financial sustainability.
• Business Process Integration: Ensure the seamless integration of business processes and systems to foster sustainable service excellence.
• Strategic Communication: Communicate a meaningful strategic context that directs best practices and cultivates an environment of continuous learning, improvement, and cohesiveness.
• Management of Metering and Revenue Functions: Oversee water metering and revenue management functions, ensuring effective identification of needs, requirements, measurements, reporting, and communication.
• Maintenance of Meter Installations: Ensure the effective management and maintenance of all water meter installations.
• Revenue Practices and Policies: Facilitate the establishment and review of water revenue practices, policies, and procedures within the area of accountability.
• Drinking Water Quality Management: Ensure effective management and compliance with national standards and blue drop requirements for drinking water quality.
• Industrial Effluent Monitoring: Monitor industrial effluent and the water quality of public streams to ensure compliance with environmental standards.
• Tariff Development: Advise on and develop water and wastewater tariffs to align with organizational and regulatory objectives.
• Bulk Water Management: Manage and control bulk water purchases and bulk wastewater services, ensuring effective financial management and control.
• Regulatory Compliance: Ensure compliance with relevant water acts and regulatory frameworks to maintain overall compliance.
• Financial Management and Corporate Governance: Maintain effective financial management, control, and corporate governance throughout the area of accountability.
• Budget Control: Control the budget within the functional area, including authorizing expenditure and implementing financial regulations.
• Revenue Enhancement Opportunities: Explore, advise on, and implement opportunities for revenue enhancement.
• Strategic Relationship Management: Establish and manage strategic internal and external relationships with customers, service providers, and relevant legislative agencies and structures.
• Service Level Agreements: Ensure that agreed service level agreements are met to maintain customer satisfaction.
• Change Management Communication: Influence and communicate with all levels of the organization to minimize resistance to change and ensure onboarding of all target audiences.
• Team Leadership and Development: Lead and manage both direct and indirect teams by providing context, setting performance standards, and educating on processes, quality, and policy.
• Support for Major Changes: Provide mechanisms and support to implement significant changes within the organization.
• Knowledge Transfer: Share and transfer product, process, and system knowledge within the team.

Core Requirements

• Educational Qualifications:
  • BEng (Civil) degree or a relevant equivalent qualification at NQF Level 7.
  • Registration as Pr Eng/ PrTech or eligibility for registration with the Engineering Council of South Africa.
• Experience:
  • A minimum of 8 years of relevant management experience, with at least 4 years at a senior management level.

  • Programme and project management skills.
  • Sound understanding of engineering principles, as well as financial systems development and management.
