Position Overview:

Lead strategic operations and development initiatives for South Africa’s fifth-largest municipality. This executive role drives urban planning compliance, infrastructure projects, and sustainable city management across Ekurhuleni.

Key Responsibilities:

• Strategic Leadership: Align division strategies with municipal goals and national legislation (SPLUMA, MFMA)
• Operational Oversight: Manage building control systems, outdoor advertising policies, and land use management
• Project Execution: Direct capital projects from planning to implementation within budget parameters
• Compliance Management: Ensure adherence to building regulations, zoning laws, and municipal bylaws
• Team Leadership: Guide multidisciplinary teams across planning, compliance, and project management
• Revenue Optimization: Develop strategies for advertising revenue and regulation enforcement

Essential Requirements:

• Bachelor’s degree in Urban Planning/Civil Engineering/Architecture (NQF 8)
• 10+ years’ experience in built environment sector
• 5+ years in senior management roles
• Professional registration with SACPLAN or equivalent body
• Proven track record in:
  • Urban development projects
  • Building regulation enforcement
  • Municipal planning frameworks

Preferred Qualifications:

• Master’s degree in relevant field
• Experience in local government operations
• Strong stakeholder engagement skills
